Pearce at 11:14 a.m.                                                           
                                                                               
The roll showed seventeen members present. Senators Green,                     
Halford, Miller were absent.                                                   
                                                                               
The prayer was offered by the Chaplain, Father Tom Moffatt of the              
St. Nicholas Orthodox Christian Church. Senator Hoffman moved and              
asked unanimous consent that the prayer be spread. Without                     
objection, it was so ordered.                                                  
                                                                               
Lord, look down from Heaven on Your servants                                  
gathered here together. Remember the President of                              
these United States, William, and the Governor of                              
this State of Alaska, Tony. Remember all our armed                             
forces everywhere, particularly those in harms way                             
in the Balkans and in the Middle East.                                         
                                                                               
Lord, look down upon these Senators gathered here                             
together. Give them today patience. Give them today                            
some stamina, and most of all, Lord, at the end of                             
their work give them a sense of having done their                              
very best. May the blessing of God the Father, the                             
Son, the Holy Spirit, rest upon all here present and

certain commissioner may designate department employees to serve               
in the commissioners place on a board, council, or similar entity;

governor and other commissioners on the delivery of government                 
services to rural areas and providing for recommendations to be                
made to the governor and other commissioners by that same                      
commissioner about policy changes that would affect rural                      
governments and rural affairs; relating to the federal community               
development quota program; eliminating references to the division of

received by the state from mineral leases, and bonuses received by             
the state from mineral leases, and limiting deposits from those                
sources to the 25 percent required under art. IX, sec. 15, Constitution        
of the State of Alaska; relating to income of the Alaska permanent             
fund, to the Alaska Income Account, and to permanent fund                      
dividends; authorizing an advisory vote on a long term financial plan

Summary of Plan: Plan C is a diversified plan. It is based on                  
reducing government to a level commensurate with our population.               
The Constitutional Budget Reserve Fund is used to balance the                  
budget for the first four years during which time a comprehensive              
revenue enhancement program is developed. The revenue                          
enhancement program will include a diversified approach including              
the following: 1) multi-use land sales program to generate a long              
term enhanced revenue stream; 2) aggressive timber sales program               
utilizing innovative marketing strategies with emphasis on value               
added products; 3) encouragement of new oil exploration by                     
independent companies by removing present barriers; 4) establishment           
of a state lottery; 5) utilization of video machines for charitable

revenues annually for education. This revenue is anticipated

Balanced Budget Plan:  This will preserve the permanent fund

and establish a citizen Revenue Task Force.  The plan will                     
(1)Protect the Permanent Fund:  The principal of the Alaska                   
permanent fund will remain untouched and inflation-proofed                     
to protect the value of the fund for current and future                        
generations.                                                                   
(2)Preserve the Dividend:  Dividend payments to qualified                     
Alaskans are continued, and the dividend will grow over                        
time.  Dividends will be paid based on the market value of                     
the Alaska permanent fund.                                                     
(3) Reduce Spending:  Reduce state general fund spending for                  
fiscal years 2000 and 2001.                                                    
(4)Public Accountability:  All permanent fund expenditures will               
be disclosed to each Alaskan who receives a permanent fund                     
dividend check.                                                                
(5)Explore Revenue Options:  Establish a citizens Revenue                     
Task Force to present options to identify revenue sources.                     
(6)No Income Tax:  No personal income tax will be enacted as
