Full Journal pdf1999-03-15 Senate Journal Page 0543 SENATE JOURNAL ALASKA STATE LEGISLATURE TWENTY-FIRST LEGISLATURE - FIRST SESSION Juneau, Alaska Fifty-sixth Day Pursuant to adjournment the Senate was called to order by President Pearce at 11:08 a.m. The roll showed nineteen members present. Senator Lincoln was excused from a call of the Senate. The prayer was offered by the Chaplain, Pastor Wayne Coggins of the Cornerstone Family Ministries. Senator Hoffman moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Heavenly Father: Thank You, Lord, for the wonderful gift of a free will and the freedom to make choices. Thank You that we werent created as robots that could make only wise choices or show love and kindness because we were pre-programmed to do so. Everyday, as these Senators take their seats in this chamber there are two action buttons before them. A green one for YEA and a red one for NAY. There isnt a purple one for yes, but... or a yellow one for no, but... and neither is there a beige one for maybe. Daily, they must decide, then vote. God, please grant them the wisdom they seek to hear the issues and vote with a clear conscience on the matters before them. 543 1999-03-15 Senate Journal Page 0544 A few moments ago, each Senator pushed the green button to indicate that they are present on this 15th day of March 1999. While this may not seem a significant vote, it does give occasion to thank You, Lord, for the health and strength to be here and for the privilege of being chosen to serve the people of Alaska. Amen. Senator Ellis led the Senate in the Pledge of Allegiance. Certification Senator Mackie moved and asked unanimous consent that the journal for the fifty-fifth legislative day be approved as certified by the Secretary. Without objection, it was so ordered. Standing Committee Reports SJR 11 The Rules Committee considered SENATE JOINT RESOLUTION NO. 11 Urging the Congress of the United States to provide federal education funds as a block grant to the state. Consideration of the Calendar Second Reading of Senate Resolutions SJR 11 SENATE JOINT RESOLUTION NO. 11 Urging the Congress of the United States to provide federal education funds as a block grant to the state, was read the second time. Senator Torgerson, Cochair, moved and asked unanimous consent for the adoption of the Finance Committee Substitute offered on page 474. Without objection, CS FOR SENATE JOINT RESOLUTION NO. 11(FIN) was adopted and read the second time. Senator Mackie moved and asked unanimous consent that the resolution be considered engrossed, advanced to third reading and placed on final passage. Without objection, it was so ordered. CS FOR SENATE JOINT RESOLUTION NO. 11(FIN) was read the third time. Unfinished Business SB 25 Senator Donley moved and asked unanimous consent that he be shown as a cosponsor on SENATE BILL NO. 25 An Act relating to sentences for misdemeanors. Without objection, it was so ordered. SB 26 Senator Donley moved and asked unanimous consent that he be shown as a cosponsor on SENATE BILL NO. 26 An Act relating to providing false information or reports to a peace officer. Without objection, it was so ordered. SB 77 Senators Donley, Taylor, Halford, Green, Miller moved and asked unanimous consent that they be shown as cosponsors on SENATE BILL NO. 77 An Act relating to civil actions by municipalities and certain public corporations and prohibiting certain civil actions by them against firearms or ammunition manufacturers and dealers. Without objection, the Senate recessed at 11:27 a.m. After Recess The Senate reconvened at 1:31 p.m. Senator Mackie moved and asked unanimous consent that the Senate return to Messages from the House. Without objection, the Senate returned to: Messages from the House HB 100 Message dated March 15 was read, stating the House failed to concur in the Senate amendment to CS FOR HOUSE BILL NO. 100(FIN)(brf sup maj fld)(efd fld) An Act making and amending capital, supplemental, and other appropriations; making and amending appropriations to capitalize funds; ratifying certain expenditures and respectfully requests the Senate to recede from its amendment, namely: SENATE CS FOR CS FOR HOUSE BILL NO. 100(FIN) An Act making and amending capital, supplemental, and other appropriations; making and amending appropriations to capitalize funds; ratifying certain expenditures; making and amending appropriations under art. Senator Mackie objected, then withdrew his objection. There being no further objection, Senator Pete Kelly was excused. Senators Donley, Ward moved and asked unanimous consent that they be excused from a call of the Senate on March 19. Without objection, Senators Donley, Ward were excused.
