Senators Halford, Wilken were excused from a call of the Senate. The prayer was offered by the Chaplain, Bishop Michael Warfel of the Roman Catholic Church, Diocese of Juneau. Senator Miller led the Senate in the Pledge of Allegiance. Certification Senator Mackie moved and asked unanimous consent that the journal for the thirty-seventh legislative day be approved as certified by the Secretary. Without objection, it was so ordered. Senator Ellis was added as a cross sponsor on the bill. HB 71 CS FOR HOUSE BILL NO. 71(CRA) BY THE HOUSE COMMUNITY AND REGIONAL AFFAIRS COMMITTEE, entitled: An Act establishing Kawerak, Inc., as the regional housing authority for the area that includes the Seward Peninsula, Unalakleet, and St. Lawrence Island. was read the first time and referred to the Community and Regional Affairs and Finance Committees. SCR 5 Message dated February 24 was read, stating the House passed SENATE CONCURRENT RESOLUTION NO. 5 Authorizing a recess by the Senate and the House of Representatives for a period of more than three days, with the following amendment: 1999-02-25 Senate Journal Page 0361 SCR 5 Page 1, line 1: Delete "a recess" Insert "two recesses" Delete "a period" Insert "periods" Page 1, line 11, following "other": Insert "; and be it FURTHER RESOLVED by the Alaska State Legislature that the Senate and the House of Representatives may be in recess during April 2, 3, 4, and 5 of 1999, and that each house concurs in this four-day recess by the other" and so, SENATE CONCURRENT RESOLUTION NO. 5 am H Authorizing two recesses by the Senate and the House of Representatives for periods of more than three days, is returned for consideration. HB 64 Forthcoming Finance Senate Committee Substitute (page 351) for CS FOR HOUSE BILL NO. 64(FIN)(title am) An Act making and amending appropriations for year 2000 assessment, compliance, and remediation projects and modification of the Offender Base State Corrections Information System and the Offender Financial Accounting System in the Department of Corrections; making appropriations under art. IX, sec. 17(c), Constitution of the State of Alaska; and providing for an effective date was received today. The following forthcoming Letter of Intent (page 351) for SENATE CS FOR CS FOR HOUSE BILL NO. 64(FIN) was received today: 1999-02-25 Senate Journal Page 0364 HB 64 Letter of Intent It is the intent of the Senate Finance Committee in recommending the appropriation of $12,756,896 to address problems associated with year 2000 date-change problems that the following conditions be followed: 1)The special Y2K appropriation will only be used to inventory, assess, remediate, test, and implement mission-critical business functions to ensure Y2K compliance. 2)Any necessary expenses incurred to guarantee that the M/V Kennicott is Y2K compliant shall be claimed against the contractor and shall not be the responsibility of the State of Alaska. 3)The Y2K Project Office shall include in its monthly reports to the Legislature a recap of expenditures by the various state agencies as well as the Alaska Court System and the University of Alaska.
