Pursuant to adjournment, the House was called to order by Speaker              
Porter at 10:08 a.m.                                                           
                                                                               
                                                                               
Roll call showed 30 members present.  Representative Austerman was             
excused from a call of the House today due to illness.  Representatives        
Barnes, Berkowitz, Cissna, Croft, James, Kerttula, Moses, Mulder, and          
Therriault were absent and their presence was noted later.                     
                                                                               
The invocation was offered by Pastor Daymond Geary of the                      
Restoration Grace Outreach Center.  Representative Coghill moved and           
asked unanimous consent that the invocation be spread on the journal.

Our Father, we thank You today for the open invitation to                     
Your throne room.  Thank You for the power of Your                             
presence which allows You to relate to each one of us                          
personally.  I trust Your presence to touch each need of these                 
legislators and the needs of each one's family.  Help each one                 
to govern wisely and to receive due honor for the service                      
given to our state.  Protect the dignity and the integrity of this             
House from the disparagement of idle people.  Lord, we                         
continue to ask for the pouring out of Your great grace on                     
Alaska.  Lastly, our Father, may the blessings of all our                      
prayers be encapsulated with these scriptures found in                         
Ephesians 3:20:  'Now to Him who is able to do immeasurably                    
more than all we ask or imagine, according to His power that                   
is at work within us, to Him be glory in the church and in                     
Christ Jesus throughout all generations for ever and ever!'

partner with oil companies as opposed to many oil producing                    
countries; and                                                                 
	WHEREAS production  of  oil  on  Alaska's  Arctic  National                 
Wildlife Refuge will disturb a priceless resource, one that is of great        
value to Alaskan citizens; and be it                                           
	FURTHER RESOLVED that the Alaska State Legislature                          
opposes any unilateral reduction in royalty revenue from proposed              
exploration and development of the coastal plain of the Arctic National        
Wildlife Refuge and any attempt to coerce the State of Alaska into             
accepting less than the 90 percent of the oil, gas, and mineral royalties      
from the federal land in Alaska promised to the state at statehood."
