Representative Green moved and asked unanimous consent that Representatives Masek and Moses be excused from a call of the House today. There being no objection, it was so ordered. Representative Masek's presence was noted later. An Honor Guard from the Boy Scouts of America, Southeast Alaska Area Council, Troop 6 - Chapel by the Lake, composed of Daniel Hurlbut, Mitchell Ash, Neil Steininger, Aaron Bruce, Tom Josephson and Josh Warren, presented the colors. The Pledge of Allegiance was led by Representative Green. The Alaska Youth Choir performed the Alaska Flag Song under the direction of Missouri Smyth. The invocation was offered by Pastor Greg Lindsay of the Northern Light United Church. Representative Brice moved and asked unanimous consent that the invocation be spread on the journal. The following fiscal notes apply: Indeterminate fiscal note, Dept. of Public Safety, 1/10/00 Indeterminate fiscal note, Dept. of Transportation & Public Facilities, 1/10/00 The Governor's transmittal letter dated January 10, 2000, appears below: "Dear Speaker Porter: I am transmitting an Executive Order to transfer the Alaska Highway Safety Planning Agency from the Department of Public Safety to the Department of Transportation and Public Facilities. This transfer will make the agency more effective by placing it in the department that is ultimately responsible for providing and maintaining safe, well-designed highways and roads. The Department of Transportation and Public Facilities (DOT&PF) already administers many Federal Highway Administration grant programs and may be able to combine staff resources to more efficiently administer the highway safety grant program. The Highway Safety Planning Agency would become part of the Statewide Planning Division of DOT&PF. Agency duties and responsibilities are well aligned with the Statewide Planning Division, including planning, data collection and program effectiveness analysis. Statewide Planning also programs and administers over $300 million in federal transportation funding each year. 2000-01-10 House Journal Page 1878 EO 101 The program transfer would include funding, personnel and all relevant functions of the agency to DOT&PF. Representative Ogan moved and asked unanimous consent to take up a concurrent resolution as a Special Order of Business. Representative Phillips objected. Representative Ogan moved and asked unanimous consent to withdraw the motion. There being no objection, it was so ordered. Representative Ogan rose to a point of order stating the appeal was debatable and cited Mason's Manual, Sections 81 and 82. The Speaker ruled that the appeal was not debatable, but would allow limited debate. Representative Barnes rose to a point of order stating the debate was not germane.
