Senators Adams, Ellis, Halford, Hoffman, Kelly, Lincoln, Mackie, Pearce, Torgerson, Ward were absent. The prayer was offered by the Chaplain, The Most Reverend Michael Warfel, Bishop of the Roman Catholic Church, Diocese of Juneau. President Miller stated a quorum was present and all members were in attendance. Senator Phillips moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. Almighty and ever-creating God, with the breaking of dawn and the beginning of each new day You renew our spirit and our energies. You give us life to live and invite us wisely to steward the gifts You have given us. May we seek always to do Your will. At the beginning of this legislative term, bless these Senators with Your guiding presence. May they be filled with Your wisdom as they strive to serve the People of Alaska. May any self-serving interests be put aside that the common good of all may be served instead. Amen. Alaska Science and Technology Foundation 1996 Annual Report from James Kenworthy, Executive Director in accordance with AS 37.17.090 INTRODUCTION AND REFERENCE OF SENATE RESOLUTIONS SJR 7 SENATE JOINT RESOLUTION NO. 7 BY SENATOR PHILLIPS, Supporting continued funding of the Alaska National Guard Youth Corps Challenge Program. was read the first time and referred to the State Affairs Committee. UNFINISHED BUSINESS SB 31 President Miller made the following committee referral change to SENATE BILL NO. 31 An Act relating to supplemental grant land entitlements for municipalities (page 22). The bill was referred to the Community and Regional Affairs, Resources and Finance Committees. SB 42 President Miller added a Resources Committee referral to SENATE BILL NO. 42 An Act relating to the fiscal operations of the Alaska Railroad Corporation and to land acquired by the State of Alaska under the Alaska Railroad Transfer Act of 1982 or otherwise acquired for railroad purposes; and providing for an effective date. 1997-01-14 Senate Journal Page 0042 SB 42 The bill was referred to the Transportation, State Affairs, Resources, and Finance Committees. SB 45 President Miller added a Resources Committee referral to SENATE BILL NO. 45 An Act relating to Statehood Act land selection conveyances to boroughs and unified municipalities. The bill was referred to the Community and Regional Affairs, Resources, Judiciary and Finance Committees. CITATIONS Senator Taylor moved and asked unanimous consent that the notice and publication requirements be waived and the following citation be made a special order of business. Without objection, it was so ordered. SPECIAL ORDER OF BUSINESS In Memoriam - Robert B. Atwood Senator(s) Pearce, Leman, Miller, Sharp, Donley, Adams, Kelly, Taylor, Lincoln, R. Phillips, Parnell, Mackie Senator Taylor moved and asked unanimous consent that the citation be adopted. Without objection, the citation was adopted and referred to the Secretary for transmittal. Senator Sharp moved and asked unanimous consent that he be excused from a call of the Senate on January 16 through morning plane time on January 17. Without objection, Senator Sharp was excused. Senators Halford, Leman, Donley moved and asked unanimous consent that they be excused from a call of the Senate on January 17. RECESS Senator Taylor moved and asked unanimous consent that the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 11:13 a.m. AFTER RECESS JOINT SESSION IN THE HOUSE Speaker Phillips called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Miller at 7:57 p.m. The purpose of the Joint Session was to hear the Honorable Tony Knowles, Governor deliver his State of the State address. Senator Taylor moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Porter moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Miller introduced Lieutenant Governor Fran Ulmer. President Miller also introduced the First Lady of Alaska, Susan Knowles and the Knowles children Sara and Luke. President Miller appointed Representative Brice and Senator Duncan to escort Governor Knowles to the Joint Session. The Senate Sergeant at Arms, Will Arthur, announced the Governor's entrance to the House Chamber. 1997-01-14 Senate Journal Page 0044 The Honorable Tony Knowles was escorted to the rostrum and introduced by President Miller. Governor Knowles delivered his State of the State address. This address appears in Senate and House Joint Journal Supplement No. 1. Following his address, the Governor received a standing ovation and was escorted from the chamber by Senator Duncan and Representative Brice. Senator Taylor moved and asked unanimous consent that the Joint Session stand in adjournment. Without objection, President Miller adjourned the Joint Session at 8:33 p.m. AFTER RECESS IN THE SENATE The Senate reconvened at 8:52 p.m. ADJOURNMENT Senator Taylor moved and asked unanimous consent that the Senate stand in adjournment until 11:00 a.m., January 15, 1997.
