Pursuant to adjournment, the House was called to order by Speaker              
Phillips at 11:14 a.m.                                                         
                                                                               
                                                                               
Roll call showed 34 members present.  Representative Vezey had been            
previously excused from a call of the House today.  Representatives            
Berkowitz, Hanley, Kott, Rokeberg and Therriault were absent and               
their presence was noted later.                                                
                                                                               
                                                                               
The invocation was offered by the Chaplain, Reverend Robert L.                 
Tornquist of the First Church of God.  Representative Hudson moved             
and asked unanimous consent that the invocation be spread on the               
journal.  There being no objection, it appears below:                          
                                                                               
                                                                               
"Let us, before we begin...remember those that were capsized                  
recently at sea.                                                               
                                                                               
Heavenly Father, we just ask that You might be with those                     
who have lost their lives; and, Dear Heavenly Father, be with                  
the families, for we know at this moment that they've got to                   
be hurting deeply and they're asking the question 'why?'  You                  
know why, Lord, and we don't have to question, we just                         
accept Your divine will in all matters.  But, still, we ask for                
comfort in times like this.                                                    
                                                                               
Dear God, our strength in times like these, we seek Your                      
divine presence this hour, to guide us into all truth, to                      
empower us so that we will not wear out, to humble us so that

we will remember Who gives us strength and to teach us to                      
love as You have loved us, that we will remember Who we                        
are servants to.                                                               
                                                                               
Again, this hour we would invoke Your presence, seek Your

do the business of the people.                                                 
                                                                               
Give us compassion for those that we represent, and give us                   
love and understanding for those with whom we do not agree,                    
but help us to still consider that although we are all different,              
we need each other in all matters of life.                                     
                                                                               
Thank You again, for being with us this day, and may we say                   
as David did in the Old Testament, 'This is the day that the                   
Lord has made, let us rejoice and be glad in it.'  Plant Your

		(ii)  addresses energy management for                                     
buildings owned or operated by the district;                                   
		(iii)  includes a regular custodial care program                          
for buildings owned or operated by the district;                               
		(iv)  includes preventive maintenance training                            
for facility managers and maintenance employees;                               
		(v)  includes renewal and replacement                                     
schedules for electrical, mechanical, structural, and                          
other components of facilities owned or operated by                            
the district; and                                                              
		(B)  is adequately adhering to the preventive
