Full Journal pdf1998-01-15 House Journal Page 2051 HOUSE JOURNAL ALASKA STATE LEGISLATURE TWENTIETH LEGISLATURE -- SECOND SESSION Juneau, Alaska Thursday January 15, 1998 Fourth Day Pursuant to adjournment, the House was called to order by Speaker Phillips at 7:36 p.m. Roll call showed 31 members present. Representative Austerman, who had been previously excused from a call of the House today, was present. Representative Masek was excused due to illness. Representative Porter moved and asked unanimous consent that Representative Moses' previous excuse (page 2011) be extended to 3:30 p.m., plane time, January 17, 1998. There being no objection, it was so ordered. The invocation was offered by the Chaplain, Nancy Campbell, Alaska State Prayer Coordinator, AGLOW International. Representative Martin moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it appears below: Lord, I thank You for these men and women in authority here and I lift them up to You that You would give them divine wisdom and understanding. Even as it says in Your word, Proverbs 3:13, 'Happy is the man who finds wisdom, and the man who gains understanding,' and in Ecclesiastes 8:5, '...a wise man's heart discerns both time and judgement. Because for every matter there is a time and judgement.' And Lord, I sense a seriousness in our state and a need for reconciliation. So Father, I ask that You go beyond their natural understanding and wisdom and grant them discernment 1998-01-15 House Journal Page 2052 in Your timing and Your judgements for these major issues. And that there would be a resolve and the peace of God in our state, the State of Alaska. And Lord, I cast down the negative words that have been spoken about these men and women and over our state and instead I pray a blessing upon them, and a blessing upon our state. And that instead of words of war there would be talk of reconciliation and forgiveness and that Your ways and plans would be established. And Lord, we know that the decisions made in these chambers will affect our sons and daughters that live and raise their families here. I pray for wisdom and peace to rule and reign and to overcome any divisions that arise, and that You would guide them in all their upcoming decisions. Thank You, Lord. In Jesus' Name, Amen. The House recessed at 7:44 p.m. to allow members of the Senate to enter the House Chamber. 1998-01-15 House Journal Page 2055 JOINT SESSION IN THE HOUSE Speaker Phillips called the House to order and, in accordance with the Uniform Rules, turned the gavel over to President Miller who called the joint session to order at 8:00 p.m. The purpose of the joint session was to hear the State of the Budget Address by the Honorable Tony Knowles, Governor of Alaska. Senator Taylor moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. There being no objection, it was so ordered. Representative Porter moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. There being no objection, it was so ordered. President Miller introduced Susan Knowles, First Lady of the State of Alaska. President Miller appointed Representative Croft and Senator Green to escort the Governor to the joint session. The Senate Sergeant-at-arms announced the Governors entrance into the House Chamber. Governor Knowles was escorted to the rostrum and welcomed by President Miller. The Governor delivered his address and it appears in Senate and House Joint Journal Supplement No. 11. Governor Knowles received a standing ovation and was escorted from the Chamber by Representative Croft and Senator Green. Senator Taylor moved and asked unanimous consent that the joint session adjourn. There being no objection, President Miller adjourned the joint session at 8:37 p.m. The Speaker ordered the House at ease to allow members of the Senate to leave the Chamber. 1998-01-15 House Journal Page 2056 IN THE HOUSE The Speaker called the House back to order at 8:39 p.m. UNFINISHED BUSINESS HB 304 Representative Ryan added his name as cosponsor to: HOUSE BILL NO. 304 "An Act relating to the location of the convening of the legislature in regular session; repealing provisions relating to student guests of the legislature; and providing for an effective date."
