Pursuant to adjournment, the House was called to order by Speaker              
Phillips at 11:16 a.m.                                                         
                                                                               
                                                                               
Roll call showed 36 members present.  Representatives Brice and                
Nicholia had been previously excused from a call of the House today.           
Representatives Kott and Mulder were absent and their presence was             
noted later.                                                                   
                                                                               
                                                                               
The invocation was offered by the Chaplain, Pastor Chris Grube of the          
Church of the Nazarene.  Representative Green moved and asked                  
unanimous consent that the invocation be spread on the journal.  There         
being no objection, it appears below:                                          
                                                                               
Lets pray together.                                                           
                                                                               
I will bless the Lord at all times; His praise will always be on              
my lips.  My soul will boast in the Lord; let the afflicted hear               
and rejoice.  Glorify the Lord with me; let us exalt His name                  
together.                                                                      
                                                                               
I sought the Lord and He answered me; He delivered me from                    
all my fears.  Those who look to Him are radiant; their faces                  
are never covered with shame.                                                  
                                                                               
This poor man called, and the Lord heard him; He saved him                    
out of all his troubles.  The angel of the Lord encamps around
