Senator Halford moved and asked unanimous consent for the                      
adoption of the Finance Committee Substitute offered on page 2708.             
Without objection, CS FOR SENATE BILL NO. 226(FIN) An Act                      
relating to biennial registration of motor vehicles; imposing biennial         
registration fees on motor vehicles and setting the statutory amounts          
of a scheduled biennial municipal tax on motor vehicles; relating to           
motor vehicle emissions control programs; amending the effective               
date in sec. 7, ch. 56, SLA 1995; and providing for an effective               
date was adopted and read the second time.                                     
                                                                               
Senator Frank offered Amendment No. 1 :                                         
                                                                               
Page 8, line 30:                                                               
	Delete "This Act takes effect January1, 1997."                                
	Insert "Section 17 of this Act takes effect immediately under                 
AS01.10.070(c).                                                                
   * Sec. 20.  Except as provided under sec.19 of this Act, this Act         
takes effect January1, 1997."                                                  
                                                                               
Senator Frank moved and asked unanimous consent for the adoption               
of Amendment No. 1.  Senator Salo objected, then withdrew her                  
objection.  There being no further objections, Amendment No. 1 was             
adopted.                                                                       
                                                                               
Senator Halford moved that the bill be considered engrossed,                   
advanced to third reading and placed on final passage.  Senator                
Adams objected.
