Letter dated March 23 received from the State of Oregon Senate transmitting Senate Concurrent Resolution No. 3 which declares sovereignty of the State of Oregon over the Federal Government and instructs the Federal Government to cease and desist immediately all mandates outside the scope of its constitutionally delegated authority.
