Letter dated March 21 received from State of Virginia Senate                   
transmitting Senate Joint Resolution No. 279 memorializing the                 
Congress of the United States to propose an amendment to Article               
V of the Constitution of the United States to provide for state-               
initiated amendments to the Constitution.                                      
                                                                               
Letter dated March 23 received from the State of Oregon Senate                 
transmitting Senate Concurrent Resolution No. 3 which declares                 
sovereignty of the State of Oregon over the Federal Government and             
instructs the Federal Government to cease and desist immediately all           
mandates outside the scope of its constitutionally delegated authority.
