Page 3, line 19, insert after "section":                                       
	"Should school districts utilize this section to lay off tenured              
teachers, the school district will file a report with the commissioner         
of education which lists the detailed steps the school district has            
taken to meet the economic circumstances which resulted in the                 
layoff of tenured teachers."                                                   
                                                                               
Senator Duncan moved for the adoption of Amendment No. 3.                      
Senator Miller objected.
