Representative Vezey moved and asked unanimous consent that                    
CSSJR39(RES) be considered engrossed,  advanced to third reading               
and placed on final passage.  There being no objection, it was so              
CSSJR 39(RES) was read the third time.                                         
Representative Toohey declared a conflict of interest.                         
The question being:  Shall CSSJR 39(RES) pass the House?  The
