Representative Vezey moved the appropriations in Sec. 39 (page 9,              
lines 5-10) under Art. IX, section 17(c) of the Constitution of the State      
of Alaska from the constitutional budget reserve fund.                         
                                                                               
The question being:  "Shall the House adopt Sec. 39 (page 9, lines 5-
