		Insert ", repealing certain capital appropriations"                        
                                                                               
Page 9, following line 22, insert a new bill section to read:                  
		"Sec. 43.  Section 4(a), ch. 19, SLA 1993, is repealed and the             
unexpended and unobligated balance of the appropriation, including             
accrued interest, lapses into the general fund."
