Amendment No. 78 was offered by Representative Brown: Page 1, line 4 after "fund" (title amendment): Insert ", repealing certain capital appropriations" Page 9, following line 22, insert a new bill section to read: "Sec. 43. Section 4(a), ch. 19, SLA 1993, is repealed and the unexpended and unobligated balance of the appropriation, including accrued interest, lapses into the general fund." Renumber following bill sections accordingly. Representative Brown moved and asked unanimous consent that Amendment No. 78 be adopted. Objection was heard.
