Pursuant to adjournment the Senate was called to order by President            
Halford at 12:20 a.m.                                                          
                                                                               
The roll showed sixteen members present.  Senators Kelly, Leman,               
Rieger, Taylor were absent.                                                    
                                                                               
The prayer was offered by the Chaplain, Senator Miller.  Senator               
Zharoff moved and asked unanimous consent that the prayer be                   
spread.  Without objection, it was so ordered.                                 
                                                                               
We ask that You give travel mercies to the                                    
legislators and our staffs as we return to our homes                           
throughout the state of Alaska; and that you would                             
be with all of our families.                                                   
                                                                               
We ask this in Jesus' name. 		Amen                                            
                                                                               
Senator Phillips led the Senate in the pledge of allegiance.

Senator Pearce moved and asked unanimous consent that the journal              
for the second legislative day of the second special session be                
approved as certified by the Secretary.  Without objection, it was so

The Honorable Walter J. Hickel, Governor, presented to the State
