Senators Kelly, Leman, Rieger, Taylor were absent. The prayer was offered by the Chaplain, Senator Miller. Senator Zharoff moved and asked unanimous consent that the prayer be spread. Without objection, it was so ordered. We ask that You give travel mercies to the legislators and our staffs as we return to our homes throughout the state of Alaska; and that you would be with all of our families. We ask this in Jesus' name. Amen Senator Phillips led the Senate in the pledge of allegiance. CERTIFICATION Senator Pearce moved and asked unanimous consent that the journal for the second legislative day of the second special session be approved as certified by the Secretary. Without objection, it was so ordered. MESSAGES FROM THE GOVERNOR The Honorable Walter J. Hickel, Governor, presented to the State Senate, Second Special Session, a plaque which read: "Alaska First! In tribute to the State Senate, Eighteenth Alaska Legislature, for a job well done and putting Alaska first. State, 4FA-82-2208 Civil, and amending ch. 66, SLA 1991, and ch. 5, FSSLA 1994 relating to the trust, the account, and the litigation; and providing for an effective date." SENATE BILL NO. 382 was referred to the Secretary for enrollment. SB 383 Message of September 28 was received, stating the House passed and returned: SENATE BILL NO. 383 "An Act making and amending appropriations relating to the mental health trust fund, the mental health trust income account, and the mental health trust settlement income account; and providing for an effective date."
