Halford at 11:47 a.m.

The prayer was offered by the Chaplain, Pastor Kim Poole of the                
Douglas United Methodist Church.  Senator Taylor moved and asked               
unanimous consent that the prayer be spread.  Without objection, it            
was so ordered.                                                                
                                                                               
Merciful God,                                                                 
                                                                               
We come before You this morning with many                                     
things on our minds.  There is much work to be                                 
done; many phone calls to make, letters to write,                              
papers to read and respond to.  Slow us down from                              
the frantic pace of daily life so that we might see                            
the needs around us and respond to those needs                                 
with love and compassion.  Lead and guide us in                                
our work and in our relationships so that at the end                           
of the day we may reflect back on what we have                                 
done and know that we have done the best we                                    
could in any given situation.  And at the end of this                          
day give us peace for the evening and rest for the                             
night so that we might arise tomorrow to the                                   
continuing tasks before us.		      Amen.

It is the intent of the Legislature to define the                             
powers of municipalities to tax commercial aviation                            
activities in a manner consistent with federal                                 
aviation law.                                                                  
                                                                               
Municipalities may not levy taxes, directly or                                
indirectly, on passengers and air freight carried by                           
commercial air service companies holding Federal                               
Aviation Administration certificates.                                          
                                                                               
Municipalities may levy other taxes, currently                                
permitted under federal law, such as landing taxes,                            
fuel flowage fees, property taxes, and taxes on the                            
sale of goods and services which are incidental to                             
air transportation such as food provided to airline                            
passengers.                                                                    
                                                                               
Federal taxes on passengers and air freight, paid by                          
airport users, are returned to the States through the                          
Airport and Airways Trust Fund for the construction                            
of new airport facilities.  This was one reason for                            
federal limitation on the rights of states and

relating to the recovery of certain Medicaid payments from estates             
and trusts; requiring persons who receive Medicaid services to be              
liable for sharing in the cost of those services to the extent allowed
