Taylor moved and asked unanimous consent that the prayer be                    
spread.  Without objection, it was so ordered.                                 
                                                                               
Thank You, God, for the lessons we learn from                                 
each other.  For the lump in our throat when we                                
hear the national anthem; for the butterflies in our                           
hearts when we watch our children; for the clean                               
air, clean water and the clean land that surrounds

if, upon readoption, the regulation is neither more stringent                  
nor applicable to more facilities, sources, or air contaminants                
than it was before being readopted.  In this subsection, "air                  
contaminant," "facility," and "source" have the meanings
