Pursuant to adjournment the Senate was called to order by President            
Halford at 12:55 p.m.                                                          
                                                                               
The roll showed sixteen members present.  Senators Donley, Frank,              
Pearce, Rieger were absent.                                                    
                                                                               
The prayer was offered by the Chaplain, Pastor Kermit Wilson of the            
First Church of God.                                                           
                                                                               
Senator Jacko led the Senate in the pledge of allegiance.                      
                                                                               
The presence of Senator Rieger was noted.                                      
                                                                               
Senator Duncan called the Senate on the calendar and the rest of the           
schedule.

Senator Taylor moved and asked unanimous consent that the journal              
for the ninety-fifth legislative day be approved as certified by the           
Secretary.  Senator Duncan objected.

Senator Duncan rose to a point of order citing Uniform Rule 16 and
