Senators Adams, Ellis, Jacko, Lincoln, Phillips were absent. The prayer was offered by the Chaplain, Reverend Wilson Valentine of St. Brendan's Episcopal Church. Senator Duncan led the Senate in the pledge of allegiance. The presence of Senators Jacko and Lincoln was noted. CERTIFICATION Senator Taylor moved and asked unanimous consent that the journal for the forty-fifth legislative day be approved as certified by the Secretary. Without objection, it was so ordered. SB 53 The Judiciary Committee considered SENATE BILL NO. 53 "An Act annulling changes made by certain regulations adopted by the Department of Health and Social Services relating to funding of abortion services under the general relief medical program; and providing for an effective date." Senator Donley moved and asked unanimous consent that he be allowed to abstain from voting. Senator Pearce objected. Senator Taylor withdrew his motion. Senator Taylor moved that Edith A. Vorderstrasse be confirmed as a Public Member to the Select Committee on Legislative Ethics. The question being: "Shall Edith A. Vorderstrasse be confirmed as a Public Member to the Select Committee on Legislative Ethics?" The roll was taken with the following result: Shall Edith A. Vorderstrasse be confirmed as a Public Member to the Select Committee on Legislative Ethics? Senator Kelly gave notice of reconsideration. RECESS Senator Taylor moved and asked unanimous consent that the Senate stand in recess to the Joint Session. Without objection, the Senate recessed at 11:02 a.m. AFTER RECESS JOINT SESSION IN THE HOUSE Speaker Barnes called the House to order and in accordance with Uniform Rule 51 turned the gavel over to President Halford at 11:13 a.m. The purpose of the Joint Session was to hear an address by the Honorable Frank Murkowski, U.S. Senator. 1993-02-25 Senate Journal Page 0485 Senator Taylor moved and asked unanimous consent that the roll call of the Senate be waived and all members be shown as present. Without objection, it was so ordered. Representative Phillips moved and asked unanimous consent that the roll call of the House be waived and all members be shown as present. Without objection, it was so ordered. President Halford appointed Senator Pearce and Representative MacLean to escort U.S. Senator Murkowski to the Joint Session. The Senate Sergeant-at-Arms, Mary Arthur, announced Senator Murkowski's entrance into the House Chamber. The Honorable Frank Murkowski was escorted to the rostrum and introduced by President Halford. U.S. Senator Murkowski delivered his address. This address appears in Senate and House Joint Journal Supplement No. 7. Following his address, there was a question and answer period. U.S. Senator Murkowski received a standing ovation and was escorted from the chamber by Representative MacLean and Senator Pearce. Senator Taylor moved and asked unanimous consent that the Joint Session stand in adjournment. Without objection, President Halford adjourned the Joint Session at 11:57 a.m. 1993-02-25 Senate Journal Page 0486 AFTER RECESS IN THE SENATE The Senate reconvened at 12:03 p.m. UNFINISHED BUSINESS HB 45 Senator Rieger, Chair, moved and asked unanimous consent that the Health, Education and Social Services Committee referral be waived on CS FOR HOUSE BILL NO. 45(FIN) "An Act making appropriations to the Department of Education for support of kindergarten, primary, and secondary education and community schools programs and for school construction debt retirement; and providing for an effective date." Without objection, it was so ordered. CS FOR HOUSE BILL NO. 45(FIN) was referred to the Finance Committee. Senator Rieger moved and asked unanimous consent that he be excused from a call of the Senate to morning plane time, March 1. Without objection, Senator Rieger was excused.
