Representative Foster was absent. The invocation was offered by the Chaplain Designee, Representative Kott. Representative Martin moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it appears below: "Almighty God, You are judge over all the earth and Your judgments are wise. To You we look for wisdom. You are the source of justice and peace. From Your hand we receive all good things, and by virtue of Your counsel we are led from the paths of destruction. As those who have been entrusted by the people of Alaska with decision-making authority, we look to You for guidance, for wisdom and for discretion. For our actions to be just, they must be guided by Your hand and directed by Your truth. Grant us now Your counsel and permit truth to instruct our thoughts. Lead our thoughts away from foolishness and teach our mouths to speak wisdom. We pray through Christ our Lord. Amen." The Pledge of Allegiance was led by Representative Sanders. 1 1994-05-12 House Journal Page 4390 MESSAGES FROM THE GOVERNOR The Chief Clerk read the following proclamation: "Supplemental Proclamation Regarding First Special Session of the Eighteenth Alaska Legislature Under the authority of art. III, sec. 17, of the Alaska Constitution, and in the public interest, I call the House of Representatives of the Eighteenth Legislature of the State of Alaska to convene in special session at Juneau, Alaska, in the legislative chambers on Thursday, May 12, 1994, at 7:00 p.m. The special session shall be limited to the subjects listed in my proclamation of May 10, 1994, for which bills have not been passed by the legislature as of 7:00 p.m. on May 12, 1994. This Proclamation supplements my proclamation of May 10, 1994. Dated at Juneau, Alaska this 12th day of May, 1994. Walter J. INTRODUCTION, FIRST READING AND REFERENCE OF HOUSE RESOLUTIONS HCR 39 HOUSE CONCURRENT RESOLUTION NO. 39 by the House Rules Committee: Suspending Uniform Rules 47 and 55 of the Alaska State Legislature relating to the carry over of bills to a special session. was read the first time and was taken up next as a Special Order of Business. 1994-05-12 House Journal Page 4392 SPECIAL ORDER OF BUSINESS HCR 39 Representative Phillips moved and asked unanimous consent that the following be taken up as a Special Order at this time: HOUSE CONCURRENT RESOLUTION NO. 39 Suspending Uniform Rules 47 and 55 of the Alaska State Legislature relating to the carry over of bills to a special session. There being no objection, it was so ordered. The following fiscal note applies: Zero fiscal note, House Rules Committee, 5/12/94 The question being: "Shall HCR 39 pass the House?"
