Pursuant to adjournment, the House was called to order by Speaker              
Barnes at 7:06 p.m.                                                            
                                                                               
Roll call showed 39 members present.  Representative Foster was                
absent.                                                                        
                                                                               
The invocation was offered by the Chaplain Designee, Representative            
Kott.  Representative Martin moved and asked unanimous consent that            
the invocation be spread on the journal.  There being no objection, it         
appears below:                                                                 
                                                                               
"Almighty God, You are judge over all the earth and Your                      
judgments are wise.  To You we look for wisdom.  You are                       
the source of justice and peace. From Your hand we receive                     
all good things, and by virtue of Your counsel we are led                      
from the paths of destruction.                                                 
                                                                               
As those who have been entrusted by the people of Alaska                      
with decision-making authority, we look to You for guidance,                   
for wisdom and for discretion.  For our actions to be just, they               
must be guided by Your hand and directed by Your truth.                        
                                                                               
Grant us now Your counsel and permit truth to instruct our                    
thoughts.  Lead our thoughts away from foolishness and teach                   
our mouths to speak wisdom.  We pray through Christ our

Regarding First Special Session                                                
of the Eighteenth Alaska Legislature                                           
                                                                               
Under the authority of art. III, sec. 17, of the Alaska Constitution, and      
in the public interest, I call the House of Representatives of the             
Eighteenth Legislature of the State of Alaska to convene in special            
session at Juneau, Alaska, in the legislative chambers on Thursday,            
May 12, 1994, at 7:00 p.m.  The special session shall be limited to the        
subjects listed in my proclamation of May 10, 1994, for which bills            
have not been passed by the legislature as of 7:00 p.m. on May 12,             
1994.                                                                          
                                                                               
This Proclamation supplements my proclamation of May 10, 1994.

		"(1)  relating to state agency fiscal procedures including                   
procedures related to the assessment by the Department of Revenue for          
certain state taxes and for collection, after assessment, of those taxes       
due the state set out in CS SB 377 (FIN) am with the following                 
additional provisions:                                                         
				(A) establishing a methodology for valuation of oil for                    
purposes of AS 43.55;                                                          
				(B) amending the term "gross value at the point of                         
production" for purposes of AS 43.55:                                          
				(C) adding definitions for "condensate," "distillate,"                     
and "gas processing plant" for the purpose of AS 43.55;

		(2) making operating, capital, and special appropriations for                
the fiscal year ending June 30, 1995, and supplemental  appropriations

			(B) HCS CS SB 363 (FIN);                                                    
			(C) CS HB 455 (FIN) am;                                                     
			(D) CS HB 441 (FIN) am; and                                                 
			(E) SCS CS HB 454 (RLS) (fld S);                                            
                                                                               
		(3) relating to mental health land trust and mental health land              
trust litigation set out in SCS CS HB 201 (FIN);                               
		(4) making appropriations to capitalize the mental health trust              
fund set out in SCS CS HB 371 (FIN);                                           
		(5) making appropriations to satisfy the agreed-upon monetary                
terms of certain collective bargaining agreements for certain public           
employees, including employees of the University of Alaska,  set out           
in SCS HB 456 (Rls) and HB 510;                                                
		(6) relating to open meetings of governmental bodies set out                 
in CC SCS CS HB 254 (RLS) am S;                                                
		(7) relating to income withholding and other methods of                      
enforcement for orders of support and medical support orders set out
