Pursuant to adjournment, the House was called to order by Speaker              
Barnes at 11:13 a.m.                                                           
                                                                               
Roll call showed 38 members present.  Representative Finkelstein had           
been previously excused from a call of the House today.                        
Representative Carney had been previously excused from a call of               
House today until 8:00 p.m., plane time.                                       
                                                                               
The invocation was offered by the Chaplain, Reverend Leon Thompson             
of the Chapel by the Lake.  Representative Parnell moved and asked             
unanimous consent that the invocation be spread on the journal.  There         
being no objection, it appears below:                                          
                                                                               
"Dear God,                                                                    
                                                                               
We come before You this morning calling upon Your presence                    
before this body.  Give the members of this house clear                        
minds, energetic spirits, good imaginations, the use of the                    
intelligence You've created within them, and an eagerness to                   
represent to the best of their abilities the people of this state.             
                                                                               
Forgive us when our egos get in the way, when self interests                  
overpower the good of the whole, and when our walk is not                      
representative of our talk.  Give us, oh God, the ability to                   
admit when we are wrong and the courage to bring correction                    
to our ways that move contrary to Your will.                                   
                                                                               
There is much to be done during this session and hard                         
decisions to be made.  Help us, oh God, during these days to                   
do our very best.  When this day is complete help each of us                   
to look back upon it and give thanks for having done the best
