Representative Finkelstein was absent. The invocation was offered by the Chaplain, Pastor Gary Stephens of the Evangel Assembly of God Church. Representative Menard moved and asked unanimous consent that the invocation be spread on the journal. There being no objection, it appears below: "Father, I thank You for Your grace and mercy made available to us in Christ Jesus. I am in awe of Your glory and of the beauty You have created around us. Lord, I am fearful when I think of the responsibility You have given us and I ask Your forgiveness for the failures of my life. Give us wisdom and grace as we endeavor to carry these responsibilities. Help us to be people of compassion and integrity, people who are aware of our need for Your strength in our lives. Lord, I pray for the leadership of our country from those in our nation's capital to those in this room, that You would give us wisdom to make decisions that would enable us to remain a nation under God. MESSAGES FROM THE GOVERNOR EO 81 A message dated January 26, 1993, was read requesting withdrawal of the following executive order: EXECUTIVE ORDER NO. 81 Moving the Alaska Science and Technology Foundation from the Department of Revenue to the Department of Commerce and Economic Development. EO 81 is currently in the State Affairs Committee. The Speaker stated that, without objection, EO 81 would be withdrawn and returned to the Governor. The Governor's transmittal letter, dated January 27, 1993, appears below: "Dear Speaker Barnes: Under the authority of art. III, sec. 18, of the Alaska Constitution, I am transmitting a bill making a supplemental appropriation for $891,500 to the Office of the Governor, Division of Elections, to allow that division to carry on essential elections operations until the end of the fiscal year. The Division of Elections is required by statute to perform functions essential to the operation of elections in this state. These functions include supervising registration of voters, preparing election ballots and materials, administering candidate filings for elective positions, and other essential duties. Due to underfunding of operations and litigation, including the reapportionment process, the Division of Elections is rapidly running 1993-01-27 House Journal Page 0165 HB 94 out of money to perform these functions. In order to properly conduct elections and perform its other statutory duties, a supplemental appropriation is essential and should be enacted into law no later than February 15, 1993, the projected date when the division will no longer have funding. Without this supplemental appropriation, performance of these important state functions is jeopardized. I urge your prompt consideration and passage of this important legislation.
