00 SENATE BILL NO. 162 01 "An Act relating to names on state-issued identification." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 18.65.310(a) is amended to read: 04 (a) Upon payment of a $15 fee, the department shall issue a card identical to 05 the motor vehicle operator's license provided for in AS 28.15.111, except that the card 06 shall be of a different color and shall state in bold type letters across the face of it that 07 it is for identification purposes only. The identification card must display the 08 licensee's full legal name, including any numeric characters, as it appears on the 09 licensee's birth certificate, United States passport, or other identification 10 document. Upon request of a person and upon payment of an additional $20 fee, the 11 department may issue an identification card under this section that is federally 12 compliant. In this subsection, "identification document" has the meaning given in 13 AS 11.81.900. 14 * Sec. 2. AS 28.15.111(a) is amended to read: 15 (a) Upon successful completion of the application and all required

01 examinations, and upon payment of the required fee, the department shall issue to 02 every qualified applicant a driver's license indicating the type or general class of 03 vehicles that the licensee may drive. The license must (1) display a distinguishing 04 number assigned to the license; (2) display the licensee's full legal name, including 05 any numeric characters, as it appears on the licensee's birth certificate, United 06 States passport, or other identification document accepted by the department to 07 verify a licensee's identity, and the licensee's address, date of birth, brief physical 08 description, and photograph; (3) display either a facsimile of the signature of the 09 licensee or a space in [UPON] which the licensee must write the licensee's usual 10 signature with pen and ink; (4) display physical security features designed to prevent 11 tampering, counterfeiting, or duplication of the document for fraudulent purposes; (5) 12 display, for a qualified applicant who is under 21 years of age, the words "UNDER 13 21"; and (6) to the extent the department is able, be designed to allow the electronic 14 reading and electronic display of the information described under (2) of this 15 subsection and the electronic reading and display and a physical display on the license 16 that the person is restricted from purchasing alcoholic beverages under AS 04.16.160. 17 A license may not display the licensee's social security number and is not valid until 18 signed by the licensee. If facilities are not available for the taking of the photograph 19 required under this section, the department shall endorse on the license, the words 20 "valid without photograph." In this subsection, "identification document" has the 21 meaning given in AS 11.81.900.
