01 * Sec. 7. FEDERAL AND OTHER PROGRAM RECEIPTS. Federal receipts, designated 02 program receipts as defined in AS 37.05.146(b)(3), information services fund program 03 receipts as defined in AS 44.21.045(b), Exxon Valdez oil spill trust receipts as defined in 04 AS 37.05.146(b)(4), receipts of the Alaska Housing Finance Corporation, receipts of the 05 Alaska marine highway system fund as defined in AS 19.65.060(a), receipts of the University 06 of Alaska as described in AS 37.05.146(b)(2), receipts of commercial fisheries test fishing 07 operations defined in AS 37.05.146(c)(21), and receipts of the Alaska Aerospace Corporation 08 that are received during the fiscal year ending June 30, 2018, and that exceed the amounts 09 appropriated by this Act, are appropriated conditioned on compliance with the program 10 review provisions of AS 37.07.080(h). 11 * Sec. 8. INSURANCE CLAIMS. The amounts to be received in settlement of insurance 12 claims for losses and the amounts to be received as recovery for losses are appropriated from 13 the general fund to the 14 (1) state insurance catastrophe reserve account (AS 37.05.289(a)); or 15 (2) appropriate state agency to mitigate the loss. 16 * Sec. 9. NATIONAL PETROLEUM RESERVE - ALASKA IMPACT GRANT 17 PROGRAM. The amount received by the National Petroleum Reserve - Alaska special 18 revenue fund (AS 37.05.530(a)) under 42 U.S.C. 6506a(l) or former 42 U.S.C. 6508 by 19 August 31, 2017, estimated to be $3,240,310, is appropriated from that fund to the 20 Department of Commerce, Community, and Economic Development for capital project grants 21 under the National Petroleum Reserve - Alaska impact grant program. 22 * Sec. 10. DEPARTMENT OF COMMERCE, COMMUNITY, AND ECONOMIC 23 DEVELOPMENT. (a) The sum of $80,000 is appropriated from the anatomical gift 24 awareness fund (AS 13.50.160) to the Department of Commerce, Community, and Economic 25 Development for payment as a grant under AS 37.05.316 to Life Alaska Donor Services for 26 promoting the donation program described in AS 13.50.150 for the fiscal year ending June 30, 27 2018. 28 (b) The unexpended and unobligated balance, not to exceed $330,000, of the 29 appropriation made in sec. 1, ch. 18, SLA 2014, page 50, lines 25 - 27 (Department of 30 Education and Early Development, State Library, Archives and Museum Facility 31 Construction Funding - $37,500,000) is reappropriated to the Department of Commerce,

01 Community, and Economic Development, Alaska Energy Authority, for electrical 02 emergencies. 03 * Sec. 11. DEPARTMENT OF CORRECTIONS. (a) The unexpended and unobligated 04 balance, not to exceed $1,850,000, of the appropriation made in sec. 1, ch. 18, SLA 2014, 05 page 50, lines 25 - 27 (Department of Education and Early Development, State Library, 06 Archives and Museum Facility Construction Funding - $37,500,000) is reappropriated to the 07 Department of Corrections for underground storage tank upgrades. 08 (b) The unexpended and unobligated balance, not to exceed $740,000, after the 09 appropriation made in (a) of this section of the appropriation made in sec. 1, ch. 18, SLA 10 2014, page 50, lines 25 - 27 (Department of Education and Early Development, State Library, 11 Archives and Museum Facility Construction Funding - $37,500,000) is reappropriated to the 12 Department of Corrections for deferred maintenance, renovation, repair and equipment. 13 * Sec. 12. DEPARTMENT OF FISH AND GAME. The unexpended and unobligated 14 balances, not to exceed a total of $500,000, of the appropriations made in sec. 1, ch. 5, 15 FSSLA 2011, page 2, lines 13 - 14 (Department of Administration, Classification System 16 Conversion - $500,000), sec.1, ch. 16, SLA 2013, page 2, lines 18 - 20 (Department of 17 Administration, General Services Douglas Island Building Year 2 of 2 - $9,000,000), and sec. 18 1, ch. 18, SLA 2014, page 50, lines 25 - 27 (Department of Education and Early 19 Development, State Library, Archives and Museum Facility Construction Funding - 20 $37,500,000) are reappropriated to the Department of Fish and Game for vessels and aircraft 21 maintenance, repair, and upgrades. 22 * Sec. 13. DEPARTMENT OF HEALTH AND SOCIAL SERVICES. (a) The unexpended 23 and unobligated balances, not to exceed a total of $773,432, of the appropriations made in sec. 24 1, ch. 5, FSSLA 2011, page 2, lines 13 - 14 (Department of Administration, Classification 25 System Conversion - $500,000), sec.1, ch. 16, SLA 2013, page 2, lines 18 - 20 (Department 26 of Administration, General Services Douglas Island Building Year 2 of 2 - $9,000,000), and 27 sec. 1, ch. 18, SLA 2014, page 50, lines 25 - 27 (Department of Education and Early 28 Development, State Library, Archives and Museum Facility Construction Funding - 29 $37,500,000) are reappropriated to the Department of Department of Health and Social 30 Services for pioneer homes deferred maintenance, renovation, repair and equipment. 31 (b) The unexpended and unobligated balances, not to exceed a total of $382,143, after

The unexpended and 19 unobligated balance, not to exceed $150,000, of the appropriation made in sec. 1, ch. 18, SLA 20 2014, page 50, lines 25 - 27 (Department of Education and Early Development, State Library, 21 Archives and Museum Facility Construction Funding - $37,500,000) is reappropriated to the 22 Department of Natural Resources for national recreation trails federal grant program. 23 * Sec. 16. DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES. (a) The appropriations made in secs. 1, 4, 9, 10(b), 11, 12, 13, 14, 15, 13 and 16 of this Act are for capital projects and lapse under AS 37.25.020. 14 (b) The appropriation made in sec. 8(1) of this Act is for the capitalization of funds 15 and does not lapse. 16 (c) A grant awarded in this Act to a named recipient under AS 37.05.316 is for a 17 capital project and lapses under AS 37.05.316 unless designated for a specific fiscal year. 18 * Sec. 18. Sections 4, 10(b), 11, 12, 13, 14, 15, and 16 of this Act take effect June 30, 2017. 19 * Sec. 19. Except as provided in sec. 18 of this Act, this Act takes effect July 1, 2017.
