01 "An Act relating to the composition of the Board of Regents of the University of                                        
02 Alaska."                                                                                                                
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. AS 14.40.130(a) is repealed and reenacted to read:                                                    
05            (a)  The Board of Regents consists of the following members:                                                 
06                 (1)  one resident of the Fairbanks North Star Borough;                                                  
07                 (2)  one resident of the Municipality of Anchorage;                                                     
08                 (3)  one resident of the Matanuska-Susitna Borough;                                                     
09                 (4)  one resident of the Kenai Peninsula Borough;                                                       
10                 (5)  one resident of the City and Borough of Juneau;                                                    
11                 (6)  one resident of a community that is not described in (1) - (5) of this                             
12       subsection and is not connected by road or rail to Anchorage or Fairbanks;                                        
13                 (7)  one student who satisfies the requirements under (b) of this section;                              
14       and                                                                                                               

01                 (8)  four members at large who are residents of the state.                                              
02    * Sec. 2. AS 14.40.130 is amended by adding new subsections to read:                                               
03            (f)  Each member must be a citizen of the United States.                                                     
04            (g)  The governor may not appoint a person to fill a position under (a)(1) - (6)                             
05       of this section unless the person meets the residency requirement for the position for at                         
06       least two years before the date of appointment. A regent appointed to fill a position                             
07       under (a)(1) - (6) of this section who ceases to meet the residency requirement for the                           
08       position may complete the regent's term of office.                                                                
09    * Sec. 3. The uncodified law of the State of Alaska is amended by adding a new section to                          
10 read:                                                                                                                   
11       TRANSITION. Notwithstanding AS 14.40.130(a), as repealed and reenacted by sec. 1                                  
12 of this Act, and AS 14.40.130(f) and (g), added by sec. 2 of this Act, a person who is a                                
13 member of the Board of Regents of the University of Alaska on the effective date of this Act                            
14 may serve the remainder of the member's term. The governor shall make appointments under                                
15 AS 14.40.150 to fill vacancies and expired terms on the Board of Regents that occur on or                               
16 after the effective date of this Act in accordance with AS 14.40.130(a), as repealed and                                
17 reenacted by sec. 1 of this Act, and AS 14.40.130(f) and (g), added by sec. 2 of this Act.
