01 "An Act relating to a program of grants to minor children of incarcerated individuals;                                  
02 and providing for an effective date."                                                                                   
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. AS 44.25.020 is amended to read:                                                                      
05            Sec. 44.25.020. Duties of department. The Department of Revenue shall                                      
06                 (1)  enforce the tax laws of the state;                                                                 
07                 (2)  collect, account for, have custody of, invest, and manage all state                                
08       funds and all revenues of the state except revenues incidental to a program of licensing                          
09       and regulation carried on by another state department, funds managed and invested by                              
10       the Alaska Retirement Management Board, and as otherwise provided by law;                                         
11                 (3)  register cattle brands;                                                                            
12                 (4)  invest and manage the balance of the power development fund in                                     
13       accordance with AS 44.83.386;                                                                                     
14                 (5)  [REPEALED                                                                                          

01                 (6)]  administer the surety bond program for licensure as a fish                                        
02       processor or primary fish buyer;                                                                              
03                 (6)  administer a program of grants to minor children of                                            
04       incarcerated individuals under AS 43.23.028(b) subject to appropriation for the                               
05       purpose.                                                                                                      
06    * Sec. 2. The uncodified law of the State of Alaska is amended by adding a new section to                          
07 read:                                                                                                                   
08       TRANSITION: REGULATIONS. The Department of Revenue may proceed to adopt                                           
09 regulations necessary to implement this Act. The regulations take effect until AS 44.62                                 
10 (Administrative Procedure Act), but not before July 1, 2011.                                                            
11    * Sec. 3. Section 2 of this Act takes effect immediately under AS 01.10.070(c).                                    
12    * Sec. 4. Except as provided in sec. 3 of this Act, this Act takes effect July 1, 2011.
