00Enrolled SB 83 01 Repealing the Governor's Committee on Employment of People with Disabilities; creating the 02 State Vocational Rehabilitation Committee and relating to the committee; and providing for 03 an effective date. 04 _______________ 05 * Section 1. AS 23.15.220 is amended to read: 06 Sec. 23.15.220. Purpose. The purpose of AS 23.15.220 - 23.15.320 is to create 07 a State Vocational Rehabilitation Committee [GOVERNOR'S COMMITTEE ON 08 EMPLOYMENT OF PEOPLE WITH DISABILITIES] for Alaska to carry on a 09 continuing program to promote the employment of people of the state with disabilities 10 by creating statewide interest in the rehabilitation and employment of people with 11 disabilities, and by obtaining and maintaining cooperation with public and private 12 groups and individuals in this field. 13 * Sec. 2. AS 23.15.230 is amended to read: 14 Sec. 23.15.230. Appointment of committee. The governor shall appoint the
01 members of the State Vocational Rehabilitation Committee [GOVERNOR'S 02 COMMITTEE CONSISTS OF NOT MORE THAN 12 MEMBERS APPOINTED BY 03 THE GOVERNOR] for staggered terms not exceeding three years. The composition 04 of the committee must be consistent with the requirements of 29 U.S.C. 725 and 05 3003, as amended [THE COMMITTEE SHALL BE COMPOSED OF STATE 06 LEADERS OF INDUSTRY, BUSINESS, AGRICULTURE, LABOR, VETERANS, 07 WOMEN, RELIGIOUS, EDUCATIONAL, CIVIC, FRATERNAL, WELFARE, 08 SCIENTIFIC, MILITARY, MEDICAL, AND OTHER PROFESSIONS, OR AS 09 MANY OF THESE AND LIKE CATEGORIES AS MAY BE FEASIBLY 10 REPRESENTED]. A member may be reappointed, and a vacancy shall be filled by the 11 governor. 12 * Sec. 3. AS 23.15.240 is amended to read: 13 Sec. 23.15.240. Selection [APPOINTMENT] and term of chair. The 14 members of the committee shall select a chair from among the voting members of 15 the committee, subject to disapproval by the governor. The chair serves 16 [GOVERNOR SHALL APPOINT A CHAIR OF THE COMMITTEE WHO SERVES 17 AS CHAIR] for one year or until a successor is selected [APPOINTED]. 18 * Sec. 4. AS 23.15.260 is amended to read: 19 Sec. 23.15.260. Meetings. The committee shall meet four times a year 20 [ANNUALLY], but, at the request of the governor, special meetings may be called. 21 Meetings may be conducted telephonically. 22 * Sec. 5. The uncodified law of the State of Alaska is amended by adding a new section to 23 read: 24 TRANSITION: MEMBERS OF THE GOVERNOR'S COMMITTEE ON 25 EMPLOYMENT OF PEOPLE WITH DISABILITIES. A member of the Governor's 26 Committee on Employment of People with Disabilities on the day before the effective date of 27 this Act continues to serve as a member of the State Vocational Rehabilitation Committee, 28 created by AS 23.15.220, as amended by sec. 1 of this Act, if the Department of Labor and 29 Workforce Development finds that the member meets the eligibility requirements under 30 AS 23.15.230, as amended by sec. 2 of this Act. A member who continues service under this 31 section after the effective date of this Act
01 (1) serves until the member's term would have expired as a member of the 02 Governor's Committee on Employment of People with Disabilities; and 03 (2) may apply to the governor for reappointment to the State Vocational 04 Rehabilitation Committee after the member's term expires. 05 * Sec. 6. The uncodified law of the State of Alaska is amended by adding a new section to 06 read: 07 REVISOR'S INSTRUCTION. The revisor of statutes shall change the heading of art. 08 2 of AS 23.15 from "Governor's Committee on Employment of People with Disabilities" to 09 "State Vocational Rehabilitation Committee." 10 * Sec. 7. This Act takes effect immediately under AS 01.10.070(c).
