00                 SPONSOR SUBSTITUTE FOR HOUSE BILL NO. 100                                                              
01 "An Act relating to exempting certain air ambulance services from insurance regulation                                  
02 and requiring certain air ambulance services to provide services."                                                      
03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
04    * Section 1. AS 18.08 is amended by adding a new section to read:                                                  
05            Sec. 18.08.095. Air ambulance services. An air ambulance service that                                      
06       provides air ambulance services to a subscriber and designated members of a                                       
07       subscriber's household may not deny emergency medical services to any person.                                     
08    * Sec. 2. AS 21.03.021 is amended by adding a new subsection to read:                                              
09            (f)  This title does not apply to an air ambulance service that solicits a                                   
10       membership subscription, accepts a membership application, charges a membership                                   
11       fee, and provides air ambulance services to a subscriber and designated members of a                              
12       subscriber's household if the service                                                                             
13                 (1)  is certified under AS 18.08.082; and                                                               
14                 (2)  has been in operation in the state for at least two years.
