00 CS FOR HOUSE BILL NO. 6(STA) 01 "An Act relating to political contributions; and providing for an effective date." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. AS 15.13.040(a) is amended to read: 04 (a) Each [EXCEPT AS PROVIDED IN (g) AND (l) OF THIS SECTION, 05 EACH] candidate 06 (1) for election to the state legislature, for governor, or for 07 lieutenant governor shall make a full report, except as provided in (l) of this 08 section, filed in accordance with AS 15.13.110 and certified correct by the 09 candidate or campaign treasurer, on [, UPON] a form prescribed by the 10 commission, [(1)] listing 11 (A) the date and amount of all expenditures made by the 12 candidate; 13 (B) the total amount of all contributions, including all funds 14 contributed by the candidate; 15 (C) the name and [,] address of each contributor and the [,]

01 date [,] and amount of each contribution from [CONTRIBUTED BY] each 02 contributor; and 03 (D) for contributions in excess of $100 [$250] in the aggregate 04 during a calendar year, the principal occupation and employer of the 05 contributor; [AND] 06 (2) not governed by (1) of this subsection shall make a full report, 07 except as provided in (g) or (l) of this section, filed in accordance with 08 AS 15.13.110 and certified correct by the candidate or campaign treasurer, on a form 09 prescribed by the commission listing 10 (A) the date and amount of all expenditures made by the 11 candidate; 12 (B) the total amount of all contributions, including all funds 13 contributed by the candidates; 14 (C) the name, address, date, and amount contributed by 15 each contributor; and 16 (D) for contributions over $100 in the aggregate during a 17 calendar year, the principal occupation and employer of the contributor. 18 * Sec. 2. AS 15.13.040(g) is amended to read: 19 (g) The provisions of (a)(2) [(a)] and (l) of this section do not apply to a 20 delegate to a constitutional convention, a judge seeking electoral confirmation, or 21 a candidate for election to a municipal office under AS 15.13.010, if that delegate, 22 judge, or [IF A] candidate 23 (1) indicates, on a form prescribed by the commission, an intent not to 24 raise and not to expend more than $5,000 in seeking election to office, including both 25 the primary and general elections; 26 (2) accepts contributions totaling not more than $5,000 in seeking 27 election to office, including both the primary and general elections; and 28 (3) makes expenditures totaling not more than $5,000 in seeking 29 election to office, including both the primary and general elections. 30 * Sec. 3. AS 15.13.040(j) is amended to read: 31 (j) Except as provided in (l) of this section, each nongroup entity shall make a

01 full report in accordance with AS 15.13.110 upon a form prescribed by the 02 commission and certified by the nongroup entity's treasurer, listing 03 (1) the name and address of each officer and director of the nongroup 04 entity; 05 (2) the aggregate amount of all contributions made to the nongroup 06 entity for the purpose of influencing the outcome of an election; 07 (3) for all contributions described in (2) of this subsection, the name 08 and [,] address of each contributor and the [,] date [,] and amount of each 09 contribution from [CONTRIBUTED BY] each contributor and, for all contributions 10 described in (2) of this subsection in excess of $100 [$250] in the aggregate during a 11 calendar year, the principal occupation and employer of the contributor; and 12 (4) the date and amount of all contributions made by the nongroup 13 entity, and, except as provided for certain independent expenditures in 14 AS 15.13.135(a), all expenditures made, incurred, or authorized by the nongroup 15 entity, for the purpose of influencing the outcome of an election; a nongroup entity 16 shall report contributions made to a different nongroup entity for the purpose of 17 influencing the outcome of an election and expenditures made on behalf of a different 18 nongroup entity for the purpose of influencing the outcome of an election [AS SOON 19 AS THE TOTAL CONTRIBUTIONS AND EXPENDITURES TO THAT 20 NONGROUP ENTITY FOR THE PURPOSE OF INFLUENCING THE OUTCOME 21 OF AN ELECTION REACH $500 IN A YEAR AND FOR ALL SUBSEQUENT 22 CONTRIBUTIONS AND EXPENDITURES TO THAT NONGROUP ENTITY IN A 23 YEAR WHENEVER THE TOTAL CONTRIBUTIONS AND EXPENDITURES TO 24 THAT NONGROUP ENTITY FOR THE PURPOSE OF INFLUENCING THE 25 OUTCOME OF AN ELECTION THAT HAVE NOT BEEN REPORTED UNDER 26 THIS PARAGRAPH REACH $500]. 27 * Sec. 4. AS 15.13.070(c) is amended to read: 28 (c) A group that is not a political party may contribute not more than $500 a 29 [$1,000 PER] year 30 (1) to a candidate, or to an individual who conducts a write-in 31 campaign as a candidate;

01 (2) to another group, to a nongroup entity, or to a political party. 02 * Sec. 5. This Act takes effect immediately under AS 01.10.070(c).
