00 SENATE BILL NO. 143 01 "An Act amending the definition of the term 'state agencies' as it applies under 02 Executive Order No. 113; relating to information systems in the legislative branch and 03 to the Telecommunications Information Council; and providing for an effective date." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. AS 44.21.150, as amended by Executive Order No. 113, is amended to read: 06 Sec. 44.21.150. Declaration of purpose. It is the purpose of AS 44.21.150 - 07 44.21.170 to designate the Department of Administration as the department 08 responsible for the operation and management of automatic data processing resources 09 and activities of the executive branch [AND LEGISLATIVE BRANCHES] of state 10 government and the judicial and legislative branches [BRANCH] to the extent 11 requested by those branches [THAT BRANCH], and to provide for periodic review 12 of state automatic data processing procedures and mechanisms. It is further the 13 purpose of these sections to encourage cooperation between the state government and 14 local governments in the use of automatic data processing systems.

01 * Sec. 2. AS 44.21.160(b), as amended by Executive Order No. 113, is amended to read: 02 (b) To carry out (a) of this section the department may, consistent with the 03 state information systems plan adopted by the commissioner and with the 04 departmental information systems plan, 05 (1) maintain a central staff of systems analysts, computer 06 programmers, and other staff members sufficient to provide systems analysis and 07 computer programming support required by the executive branch [AND 08 LEGISLATIVE BRANCHES] of state government; 09 (2) develop and maintain both short-range and long-range data 10 processing plans for state government and provide managerial leadership in the use of 11 automatic data processing; 12 (3) review all budget requests for automatic data processing services 13 and recommend to the commissioner and the governor approval, modification, or 14 disapproval; 15 (4) recommend implementation priorities of requested data processing 16 systems; 17 (5) determine and satisfy the data processing equipment and supply 18 requirements of the executive branch [AND LEGISLATIVE BRANCHES], 19 departments, and agencies of state government; 20 (6) provide all facilities, equipment, and staff required to convert data 21 to a form suitable for processing on automatic data processing equipment; 22 (7) develop and publish systems analysis, computer programming and 23 computer operations standards; 24 (8) review state automatic data processing systems to encourage 25 effectiveness, measure performance, and assure adherence to the standards developed 26 under AS 44.21.150 - 44.21.170; 27 (9) develop and conduct an automatic data processing training program 28 designed to serve the technical and managerial needs of state government; 29 (10) charge a state agency or other governmental agency for the cost of 30 the automatic data processing services provided or procured by the department for the 31 agency.

AS 44.21.390(2), added by Executive Order No. 113, is amended to read: 02 (2) "state agencies" means all departments, divisions, and offices in the 03 executive branch [AND LEGISLATIVE BRANCHES] of state government and the 04 University of Alaska; it does not mean the Alaska Railroad Corporation or an agency 05 of the judicial or legislative branches [BRANCH] of government. 06 * Sec. 4. This Act takes effect immediately under AS 01.10.070(c).
