01 "An Act relating to tuition at the University of Alaska."                                                               
02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                                
03    * Section 1.  AS 14.40.170(b) is amended to read:                                                                  
04            (b)  The Board of Regents may                                                                                
05                 (1)  adopt reasonable rules, orders, and plans with reasonable penalties                                
06       for the good government of the university and for the regulation of the Board of                                  
07       Regents;                                                                                                          
08                 (2)  determine and regulate the course of instruction in the university                                 
09       with the advice of the president;                                                                                 
10                 (3)  set student tuition and fees; the board shall require that a                                   
11       student, in order to qualify as a state resident for purposes of tuition, be a                                
12       resident of the state for at least one year and a United States citizen or a legal                            
13       alien;                                                                                                        
14                 (4)  receive university receipts and, subject to legislative appropriation,                             
15       expend university receipts in accordance with AS 37.07 (Executive Budget Act).
