01 * Section 1. The following appropriation items are for operating expenditures from the general fund or 02 other funds as set out in the fiscal year 2002 budget summary for the operating budget by funding source to 03 the agencies named for the purposes expressed for the fiscal year beginning July 1, 2001 and ending June 04 30, 2002, unless otherwise indicated. A department-wide, agency-wide, or branch-wide unallocated 05 reduction set out in this section may be allocated among the appropriations made in this section to that 06 department, agency, or branch. 07 No money appropriated in this section may be used to pay the costs of personal services due to 08 reclassification of job classes during the fiscal year ending June 30, 2002 except those specifically 09 budgeted. 10 The money appropriated by this Act may be expended only in accordance with the purpose of the 11 appropriation under which the expenditure is authorized. Money appropriated by this Act may not be 12 expended for or transferred to a purpose other than the purpose for which the appropriation is made unless 13 the transfer is authorized by the legislature by law. See, Alaska Legislative Council v. Knowles, Alaska 14 Supreme Court, Opinion No. 5395, April 20, 2001. The appropriation items contain funding for legislation assumed to have passed during the first 20 session of the twenty-second legislature and are to be considered part of the agency operating budget. 21 Should a measure listed in this section either fail to pass, its substance fail to be incorporated in some other 22 measure, or be vetoed by the governor, the appropriation for that measure shall lapse. 01 * Sec. 6. PURPOSE. In accordance with AS 37.14.003 and 37.14.005, the appropriations 02 made by this Act are for the state's integrated comprehensive mental health program. 03 * Sec. 7. NONGENERAL FUND RECEIPTS. (a) Alaska Mental Health Trust Authority 04 authorized receipts or administration receipts that exceed the amounts appropriated by this 05 Act are appropriated conditioned upon compliance with the program review provisions of 06 AS 37.07.080(h). 07 (b) If Alaska Mental Health Trust Authority authorized receipts or administration 08 receipts fall short of the estimates appropriated in this Act, the affected appropriation is 09 reduced by the amount of shortfall in receipts. 10 * Sec. 8. This Act takes effect July 1, 2001.
