00HOUSE CONCURRENT RESOLUTION NO. 8 01 Urging the Alaska Railroad Corporation to select an Alaska company for the 02 design and construction of three rail barges and the charter and operation of 03 tugboats for service between Seattle and Alaska as indicated in the Request for 04 Proposal 99-13-18685. 05 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 06 WHEREAS the Alaska Railroad Corporation has issued a Request for Proposal (99-13- 07 18685) for the design and construction of three rail barges and the charter and operation of 08 tugboats for service between Seattle and Alaska; and 09 WHEREAS there are Alaska companies that have the ability to meet the requirements 10 of the Request for Proposal; and 11 WHEREAS the Alaska Railroad Corporation is a public corporation owned by the 12 State of Alaska; and 13 WHEREAS the Alaska Railroad Corporation is known as a good corporate citizen that 14 is responsible to the state; and

01 WHEREAS the Alaska Railroad is a necessary component of transportation for the 02 state; and 03 WHEREAS the people and contractors in the state should be given preferential 04 treatment by this publicly-owned Alaska corporation; and 05 WHEREAS the state demonstrated its confidence that the Alaska Railroad Corporation 06 would select Alaska bidders whenever possible by exempting the Alaska Railroad Corporation 07 from most requirements of the Administrative Procedure Act and the State Procurement Code; 08 BE IT RESOLVED that the Alaska State Legislature urges the Alaska Railroad 09 Corporation to select an Alaska bidder for the design and construction of three rail barges and 10 the charter and operation of tugboats for service between Seattle and Alaska as indicated in 11 the Request for Proposal 99-13-18685; and be it 12 FURTHER RESOLVED that the Alaska bidder's preference be given only to a truly 13 Alaska corporation that has a demonstrated history of doing business in Alaska. 14 COPIES of this resolution shall be sent to the Honorable Bill Sheffield, President, 15 Alaska Railroad Corporation; to the Honorable Joe Perkins, commissioner of transportation 16 and public facilities; to the Honorable Deborah B. Sedwick, commissioner of commerce and 17 economic development; to Jacob Adams, Edward L. Bauer, Jr., Johne Binkley, Jack Burton, 18 and Dale R. Lindsey, members, Board of Directors, Alaska Railroad Corporation.
