00CS FOR HOUSE BILL NO. 298(L&C) 01 "An Act requiring that certain health care insurers provide coverage for treatment 02 of diabetes." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 21.42 is amended by adding a new section to read: 05  Sec. 21.42.390. Coverage for treatment of diabetes. (a) A health care 06 insurer that offers in this state a health care insurance plan that includes coverage for 07 pharmacy services shall initially and at each renewal provide coverage for the cost of 08 treating diabetes, including medication, equipment, and supplies. All health care 09 insurance plans must include coverage for outpatient self-management training or 10 education, and medical nutrition therapy, if diabetes treatment is prescribed by a health 11 care provider. The coverage required by this section is subject to standard policy 12 provisions applicable to other benefits, including deductible or copayment provisions. 13 Coverage for the cost of diabetes outpatient self-management training or education and 14 for the cost of medical nutrition therapy is only required if provided by a health care

01 provider with training in the treatment of diabetes. 02  (b) Coverage for the cost of diabetes outpatient self-management training or 03 education under (a) of this section is limited to $1,500 for a covered person in a year. 04  (c) In this section, 05  (1) "diabetes" includes insulin-dependent diabetes, insulin-using 06 diabetes, gestational diabetes, and non-insulin-using diabetes; 07  (2) "health care provider" means a person licensed to provide health 08 care services as required by the state. 09 * Sec. 2. AS 21.42.390(b) is repealed January 1, 2003.
