00HOUSE BILL NO. 52 01 "An Act making and amending capital appropriations and reappropriations and 02 capitalizing funds; and providing for an effective date." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. ALASKA CLEAN WATER FUND. The sum of $9,649,500 is appropriated 05 to the Alaska clean water fund (AS 46.03.032) for the Alaska clean water loan program from 06 the following sources: 07 General fund match $ 1,608,300 08 Federal receipts 8,041,200 09 * Sec. 2. ALASKA DRINKING WATER FUND. The sum of $8,956,600 is appropriated 10 to the Alaska drinking water fund (AS 46.03.036) for the Alaska drinking water loan program 11 from the following sources: 12 General fund match $ 1,492,800 13 Federal receipts 7,463,800 14 * Sec. 3. ALASKA INDUSTRIAL DEVELOPMENT AND EXPORT AUTHORITY. The

01 sum of $18,000,000 that was declared available by the Alaska Industrial Development and 02 Export Authority Board of Directors for appropriation as the fiscal year 2000 dividend from 03 the unrestricted balance in the Alaska Industrial Development and Export Authority revolving 04 fund (AS 44.88.060), is appropriated in secs. 4 and 10 of this Act. 05 * Sec. 4. CAPITAL PROJECT MATCHING GRANT PROGRAMS. (a) The sum of 06 $13,150,000 is appropriated from the Alaska Industrial Development and Export Authority 07 revolving fund (AS 44.88.060) to the municipal capital project matching grant fund 08 (AS 37.06.010(b)) in the Department of Administration to provide grants to municipalities 09 under the municipal capital project matching grant program. 10 (b) The sum of $1,850,000 is appropriated from the Alaska Industrial Development 11 and Export Authority revolving fund (AS 44.88.060) to the unincorporated community capital 12 project matching grant fund (AS 37.06.020(b)) in the Department of Community and Regional 13 Affairs to provide grants to unincorporated communities under the unincorporated community 14 capital project matching grant program. 15 (c) An amount equal to the interest earned on money in the individual grant accounts 16 in the municipal capital project matching grant fund (AS 37.06.010(b)) and the unincorporated 17 community capital project matching grant fund (AS 37.06.020(b)) is appropriated from the 18 general fund to the respective funds. The interest is calculated using the average percentage 19 interest rate received by other accounts in the state's general investment fund that received 20 interest during fiscal year 1999. The appropriations made by this subsection are allocated 21 prorata to each individual grant account based on the balance of the account on the close of 22 business on June 30, 1999. 23 * Sec. 5. FEDERAL AND OTHER PROGRAM RECEIPTS. Federal or other program 24 receipts as defined in AS 37.05.146 that exceed the amounts appropriated by this Act are 25 appropriated conditioned upon compliance with the program review provisions of 26 AS 37.07.080(h). 27 * Sec. 6. REFORESTATION FUND. (a) An amount equal to 20 percent of the revenue 28 from the sale of timber by the Department of Natural Resources in fiscal year 2000 and fiscal 29 year 2001, not to exceed $350,000, is appropriated from the general fund to the state land 30 reforestation fund (AS 41.17.300). 31 (b) An amount equal to the amount deposited into the state land reforestation fund

01 (AS 41.17.300) under (a) of this section, not to exceed $350,000, is appropriated to the 02 Department of Natural Resources for reforestation projects. 03 * Sec. 7. RURAL ELECTRIFICATION REVOLVING LOAN FUND. Notwithstanding 04 AS 42.45.020(g), the balance of the rural electrification revolving loan fund (AS 42.45.020) 05 on June 30, 1999, is appropriated to the Department of Community and Regional Affairs for 06 the electrical emergencies program. 07 * Sec. 8. LAPSE PROVISIONS. (a) The appropriations made by secs. 1, 2, 4, and 6(a) 08 of this Act are for capitalization of funds and do not lapse under AS 37.25.010. 09 (b) The appropriations made by secs. 6(b), 7, and 10 of this Act are for capital 10 projects and lapse under AS 37.25.020. 11 * Sec. 9.
