00SENATE JOINT RESOLUTION NO. 6                                                                                           
01 Proposing an amendment to the Constitution of the State of Alaska relating to                                           
02 subsistence uses of replenishable resources by residents.                                                               
03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04    * Section 1.  Article VIII, Constitution of the State of Alaska, is amended by adding a new                          
05 section to read:                                                                                                        
06  Section 19.  Subsistence.  Notwithstanding any other provision of this article,                                       
07 and consistent with sustained yield, a preference shall be granted to and among Alaska                                  
08 residents for the taking of replenishable resources for subsistence uses on the basis of                                
09 one or more of the following:  community or area characteristics, place of residence,                                   
10 customary and traditional use, direct dependence, the availability of alternative                                       
11 resources.                                                                                                              
12    * Sec. 2.  The amendment proposed by this resolution shall be placed before the voters of                            
13 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the                        
14 State of Alaska, and the election laws of the state.
