00HOUSE BILL NO. 385 01 "An Act requiring the division of information services in the Department of 02 Administration to prepare a request for proposals concerning access for Alaska 03 students to computers and the Internet." 04 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. COMPUTERS FOR STUDENTS. (a) The division of information services 06 in the Department of Administration shall prepare a request for proposals for a program to 07 provide each student in the state with a computer and access to the Internet. The proposals 08 shall be based on establishing a program that includes furnishing every student in the state 09 who is enrolled in grades one through 12 and every full-time student at a postsecondary 10 institution in the state with 11 (1) a computer; the computer may be a lap-top style computer capable of being 12 carried from school to the student's home; 13 (2) software appropriate to the student's level, age, course requirements, ability, 14 and aptitudes, appropriate hardware, and maintenance for six years;

01 (3) opportunities for individual learning programs; and 02 (4) access to the Internet. 03 (b) The division's request for proposals may permit the establishment of different 04 approaches for different geographic regions or political regions of the state. 05 (c) The division's request for proposals shall 06 (1) encourage a person submitting a proposal to be creative as long as the 07 minimum objectives of the program are met; 08 (2) recommend a plan for administering the program described in (a) of this 09 section; 10 (3) invite a person submitting a proposal to offer alternatives or deviations 11 from the requirements of (a) and (b) of this section; 12 (4) contain an estimate of the initial cost of the program and a cost schedule 13 for the six-year life of the program; 14 (5) require, under AS 36.30.210(e), that a person submitting a proposal have 15 a valid Alaska business license at the time that the proposal is submitted; and 16 (6) permit a person submitting a proposal to offer to provide part of the 17 program required by (a) of this section based on providing service to a political or geographic 18 region or to providing service to some but not all of the education levels included in the 19 program; the division may make more than one award. 20 (d) The division may make recommendations to the legislature concerning the 21 proposals that differ from the recommendations described in (a) - (c) of this section. 22 (e) The division shall inform the legislature concerning the request for proposals. The 23 division may not award a bid for the program unless money is appropriated for that purpose 24 by the legislature. 25 (f) In this section, 26 (1) "division" means the division of information services in the Department of 27 Administration; 28 (2) "program" means the program described in (a) of this section.
