00HOUSE BILL NO. 96 01 "An Act relating to appointments to the Board of Fisheries or the Board of 02 Game." 03 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 04 * Section 1. AS 16.05.221(a) is amended to read: 05  (a) For purposes of the conservation and development of the fishery resources 06 of the state, there is created the Board of Fisheries composed of seven members 07 appointed by the governor, subject to confirmation by a majority of the members of 08 the legislature in joint session. The governor shall appoint each member on the basis 09 of interest in resource issues, support of the sustained yield principle [PUBLIC 10 AFFAIRS], good judgment, knowledge of the fishery resources of the state, and 11 ability in the field of action of the board, and with a view to providing diversity of 12 interest and points of view in the membership. The appointed members must 13 [SHALL] be residents of the state, must have held an Alaska fishing license during 14 each of the five years immediately preceding appointment to the board, and must

01 have served for at least one full term before appointment to the board on an 02 advisory committee established under AS 16.05.260. The governor shall appoint 03 each member [AND SHALL BE APPOINTED] without regard to political affiliation 04 or geographical location of residence. The commissioner is not a member of the 05 Board of Fisheries, but shall be ex officio secretary. In this subsection, "fishing 06 license" means a sport fishing license, limited entry permit, interim-use permit, 07 or crewmember license or an identification card issued under AS 16.05.400(b). 08 * Sec. 2. AS 16.05.221(b) is amended to read: 09  (b) For purposes of the conservation and development of the game resources 10 of the state, there is created a Board of Game composed of seven members appointed 11 by the governor, subject to confirmation by a majority of the members of the 12 legislature in joint session. The governor shall appoint each member on the basis of 13 interest in resource issues, support of the sustained yield principle [PUBLIC 14 AFFAIRS], good judgment, knowledge of the game resources of the state, and ability 15 in the field of action of the board, and with a view to providing diversity of interest 16 and points of view in the membership. The appointed members must [SHALL] be 17 residents of the state, must have held an Alaska hunting or trapping license during 18 each of the five years immediately preceding appointment to the board, and must 19 have served for at least one full term before appointment to the board on an 20 advisory committee established under AS 16.05.260. The governor shall appoint 21 each member [AND SHALL BE APPOINTED] without regard to political affiliation 22 or geographical location of residence. The commissioner is not a member of the 23 Board of Game, but shall be ex officio secretary. In this subsection, "hunting or 24 trapping license" includes an identification card issued under AS 16.05.400(b). 25 * Sec. 3. APPLICABILITY. AS 16.05.221(a), as amended by sec. 1 of this Act, and 26 AS 16.05.221(b), as amended by sec. 2 of this Act, apply only to appointments made to the 27 Board of Fisheries or the Board of Game after the effective date of this Act.
