CSSJR 31(JUD): Proposing an amendment to the Constitution of the State of Alaska relating to voter ratification of legislative approval of amendments of the Alaska Statehood Act affecting an interest of the State of Alaska under that Act.

00CS FOR SENATE JOINT RESOLUTION NO. 31(JUD) 01 Proposing an amendment to the Constitution of the State of Alaska relating to 02 voter ratification of legislative approval of amendments of the Alaska Statehood 03 Act affecting an interest of the State of Alaska under that Act. 04 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA: 05 * Section 1. Article XII, Constitution of the State of Alaska, is amended by adding a new 06 section to read: 07  SECTION 14. VOTER RATIFICATION OF AMENDMENTS TO 08 STATEHOOD ACT AFFECTING AN INTEREST OF THE STATE UNDER THAT 09 ACT. Whenever the Congress legislates in a way that affects an interest of the State 10 under the Act admitting Alaska to the Union, that legislation is ineffective as against 11 the State interest unless approved by the legislature. The legislature shall act to give 12 its approval by adopting a resolution. The resolution may not take effect unless 13 ratified by a majority of the qualified voters of the State who vote on the question at 14 the next general election. The legislature shall implement this section.

01 * Sec. 2. The amendment proposed by this resolution shall be placed before the voters of 02 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the 03 State of Alaska, and the election laws of the state.
