00HOUSE BILL NO. 1 01 "An Act relating to public school health education." 02 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF ALASKA: 03 * Section 1. SHORT TITLE. This Act may be known as the "Healthy Students Act." 04 * Sec. 2. AS 14.30.360 is amended by adding new subsections to read: 05  (c) A school district or regional educational attendance area shall develop and 06 conduct a program of instruction in human immunodeficiency virus and acquired 07 immune deficiency syndrome. Community involvement in the development of the 08 program shall be encouraged. Instruction under this subsection must be appropriate 09 to the child's age, stress abstinence, and emphasize appropriate behavior. 10  (d) A program under (c) of this section must include a method of notifying 11 parents of students of the content of instructional materials used in a program 12 described under (c) of this section and of the parents' option to exempt their child 13 from the instruction. A district shall use procedures to provide that students exempted 14 from the program are not embarrassed by the exemption.

01 * Sec. 3. TRANSITION. A city or borough school district or a regional educational 02 attendance area should begin development of a human immunodeficiency virus and acquired 03 immune deficiency syndrome curriculum described in this Act by July 1, 1995, and shall have 04 in place a program of human immunodeficiency virus and acquired immune deficiency 05 syndrome education that is appropriate to a child's age, stresses abstinence, and that 06 emphasizes appropriate behavior as required by this Act by August 1, 1997.
