SR 5: Requesting the governor to amend the names submitted to the United States Department of Commerce for possible appointment to the North Pacific Fishery Management Council.

00SENATE RESOLUTION NO. 5 01 Requesting the governor to amend the names submitted to the United States 02 Department of Commerce for possible appointment to the North Pacific Fishery 03 Management Council. 04 BE IT RESOLVED BY THE SENATE: 05 WHEREAS the North Pacific Fishery Management Council (NPFMC) has jurisdiction 06 over the fisheries resources within the United States Exclusive Economic Zone adjoining 07 Alaska; and 08 WHEREAS a majority of the 11 seats on the NPFMC are held by Alaskans; and 09 WHEREAS the terms of two of the six Alaska members of the NPFMC expire on 10 July 1, 1994; and 11 WHEREAS the governor has recently submitted the names of six Alaskans to the 12 United States Secretary of Commerce as potential appointees to the two seats; and 13 WHEREAS these names were submitted in two lists of three names each from which 14 the secretary will select one name from each list; and

01 WHEREAS the proportional makeup of the NPFMC between Alaskan and other 02 interests is the subject of much debate as the Magnuson Fishery Conservation and 03 Management Act, which created the NPFMC, is considered by Congress for reauthorization 04 this year; and 05 WHEREAS it is extremely important that the Alaska members on the NPFMC be able 06 to communicate and work well with each other and the public to protect the state's interests 07 in the fisheries off our coast; and 08 WHEREAS one of the names on a list for possible appointment is that of Mr. Clem 09 Tillion; and 10 WHEREAS Mr. Tillion has consistently been a divisive force in fisheries management 11 issues in this state; and 12 WHEREAS the actions and tactics of Mr. Tillion have often served to drive wedges 13 between various user groups and between our coastal communities; and 14 WHEREAS our fishing industry is facing many challenges that are best addressed by 15 Alaskans pulling together to work mutually for the protection and betterment of the industry 16 as a whole; and 17 WHEREAS there are many extremely qualified Alaskans who have expressed the 18 willingness to take on the job of working for the state in the NPFMC process; 19 BE IT RESOLVED that the Alaska State Senate respectfully requests that Governor 20 Hickel withdraw the name of Mr. Clem Tillion from the list of potential appointees to the 21 North Pacific Fishery Management Council; and 22 BE IT FURTHER RESOLVED that the Alaska State Senate respectfully requests that 23 Governor Hickel, after consultation with a diverse group of fisheries interests from around the 24 state, replace the name of Mr. Clem Tillion with the name of a qualified Alaskan who is 25 capable of bringing people together to better protect the state's interests.
