00HOUSE JOINT RESOLUTION NO. 46                                                                                           
01 Proposing an amendment to the Constitution of the State of Alaska relating to                                           
02 open meetings of legislative bodies.                                                                                    
03 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:                                                               
04    * Section 1.  Article II, Constitution of the State of Alaska, is amended by adding a new                            
05 section to read:                                                                                                        
06  SECTION 22.  MEETINGS OPEN.  A meeting of a house of the legislature                                                  
07 or both houses jointly, a committee of the legislature, or a subcommittee of the                                        
08 legislature is open to the public, except an executive session or other closed session                                  
09 may be held if authorized by law.  The legislature shall implement this section and                                     
10 provide a remedy for a violation of this section by law.                                                                
11    * Sec. 2.  The amendment proposed by this resolution shall be placed before the voters of                            
12 the state at the next general election in conformity with art. XIII, sec. 1, Constitution of the                        
13 State of Alaska, and the election laws of the state.
