Creating a Senate Special Committee to commemorate William A. Egan's career of public service to Alaska.
BE IT RESOLVED BY THE SENATE:
WHEREAS William A. Egan dedicated his life to serving Alaska and its people, and in the process achieved a record unmatched by any Alaskan: Territorial House of Representatives (1941-1943, 1947-1951), author of Statehood Referendum Act (1941), Army of the United States (1943-1946), Mayor of Valdez (1946), Speaker of the House of Representatives (1951), Territorial Senator (1953-1956), elected delegate to and president of the Alaska Constitutional Convention (1955-1956), Alaska Tennessee Plan United States Senator (1956-1958), Governor of Alaska (1959-1966, 1971-1974), Alaskan of the Year (1971), and Honorary LLD University of Alaska (1972); and
WHEREAS Governor Egan died May 6, 1984, leaving behind a legacy of high standards of public service and exemplified excellence in Alaska government, combined with the humanity and humility of a true servant of the people; and
WHEREAS his efforts improved public understanding of and more effective public participation in Alaska government and public affairs, both through the public and private sectors; and
WHEREAS it would be in the public interest to promote the kinds of attitudes and talents reflected by Bill Egan;
and
WHEREAS it is important to Alaska's future to preserve a full record of Bill Egan's public service and of the times in which he served the territory and the state of Alaska, both as a public official and a private citizen;
and
WHEREAS an educational program focusing on Alaska state and local government and stimulating a statewide perspective in undergraduate and graduate research and training in public policy issues and service would be a lasting tribute to the man who contributed more than anyone to promote the aspirations of all Alaskans;
BE IT RESOLVED by the Alaska State Senate that a Senate Special Committee to commemorate William A. Egan is established to:
(1) initiate a program to collect and conserve the records and memories of Governor Egan's historic role in Alaska's development, including actual collection of materials;
(2) investigate the desirability, feasibility, and benefits of creating a William A. Egan School of Public Affairs; including recommendations for the organization and institutional arrangements of such a school and a schedule of actions and costs necessary to establish and operate the school;
(3) investigate and delineate other appropriate commemoration of William A. Egan, including the commissioning of a statue to be placed in the state capital, a bust to be located in the William A. Egan Center in Anchorage, and other appropriate memorials;
(4) take other actions appropriate to carry out the purposes of this resolution; and be it
FURTHER RESOLVED that the committee shall be made up of three to five members of the Senate appointed by the President of the Senate, and that this membership must include both majority and minority members; and be it
FURTHER RESOLVED that the committee chairperson, designated by the Senate President, may appoint staff, establish advisors, and obtain consultant services within the limits of funds available; and be it
FURTHER RESOLVED that the committee shall report its findings and recommendations to the Legislature by February 1, 1985, and the committee shall terminate on January 1, 1987.

Designating the month of June 1984 as "Hire a Vet Month".
BE IT RESOLVED BY THE SENATE:
WHEREAS time spent in military service gives veterans an opportunity to gain technical skills, experience, and good work habits that are transferable to the civilian job market; and
WHEREAS veterans continue to have higher unemployment and remain out of work longer than other groups, despite the need for well-trained employees in growth industries and in occupations requiring technological skills; and
WHEREAS the Emergency Veterans' Job Training Act of 1983 was enacted to help Alaska's business community build more capable, productive work-forces by reimbursing employers for hiring and training eligible Korean conflict and Vietnam-era veterans; and
WHEREAS when the Emergency Veterans' Job Training Act of 1983 is fully implemented, it will represent a major and positive step toward helping the Alaska business community fill the jobs being created by new technology and expanding economy; and
WHEREAS providing jobless veterans with new opportunities for permanent, private-sector employment is one of the greatest tributes we can pay to individuals who served well and sacrificed much during difficult periods in Alaska's history;
BE IT RESOLVED by the Alaska State Senate that the month of June 1984 is designated as "Hire a Vet Month", in recognition of the cooperation among the Department of Labor, the Veterans' Administration, and Alaska's business community in developing employment and training opportunities for our veterans; and be it
FURTHER RESOLVED by the Alaska State Senate that the Governor is respectfully requested to issue a proclamation calling upon the people of the State of Alaska to observe that month with appropriate ceremonies and activities.

Authorizing a study of the state housing loan programs.
BE IT RESOLVED BY THE SENATE:
WHEREAS the state housing loan programs have a tremendous impact on the economy of the state; and
WHEREAS rising interest rates for loans are causing uncertainty among prospective homeowners, builders, lending institutions, and others connected to the housing market in the state; and
WHEREAS special difficulties have arisen regarding certain segments of the housing market, particularly for owners and prospective owners of mobile homes;
BE IT RESOLVED by the Senate that the Senate Finance Committee conduct or contract for a comprehensive study of the state housing loan programs to consider ways to improve the program; and be it
FURTHER RESOLVED that the study shall be submitted to the Senate not later than February 15, 1985.

BE IT RESOLVED BY THE SENATE:
WHEREAS the achievement of a quality education by young Alaskans enriches Alaska's human resources; and
WHEREAS extra effort on the part of students, teachers, parents, and communities are an essential part of the achievement of a superior education; and
WHEREAS an important purpose of education is to provide skills to young people enabling them to deal rationally with a rapidly changing world; and
WHEREAS the International Future Problem Solving Program provides a forum for students from throughout the United States and from Canada to compete with their solutions to dealing with issues relating to the future; and
WHEREAS the Senior Division and the Intermediate Division students from Gambell, Alaska placed First in the International Future Problem Solving Competition held in Cedar Rapids, Iowa on May 28 - 31, 1984; and
WHEREAS the Junior Division students from Cordova, Alaska placed Fifth in the International Future Problem Solving Competition held in Cedar Rapids, Iowa on May 28 - 31, 1984;

Honoring Senator Don Gilman.
BE IT RESOLVED BY THE SENATE:
WHEREAS Don Gilman is a distinguished and highly regarded member of the Senate; and
WHEREAS, first elected to the Senate in 1980, Don Gilman has earned an enviable reputation as an honest, thoughtful and straightforward advocate during his tenure in the legislature; and
WHEREAS Senator Don Gilman's ability to quickly yet carefully analyze sometimes complex issues has been of invaluable assistance to his Senate colleagues and to members of the House as well; and
WHEREAS Senator Don Gilman's understanding of the impact of major issues, not only on his own Senate district constituents but on all the people of Alaska, has made him a valued counselor to members of both houses; and
WHEREAS Senator Don Gilman's service to the people of Alaska has manifest itself in several ways, since, as a member of the Kenai Chamber of Commerce and the Alaska Petroleum Institute he devoted much of his personal time and energy toward the resolution of problems both local and statewide, and his unique abilities led the people of the Kenai to elect him as Borough Mayor where he again performed admirably; and
WHEREAS Senator Don Gilman's legislative duties have included service on the important Community and Regional Affairs Committee and the Transportation Committee; and
WHEREAS through diligence, resourcefulness and good judgment, Senator Don Gilman has earned the respect of every member of the Thirteenth Legislature; and
WHEREAS the Senate will surely miss Senator Don Gilman's leadership, spirit of cooperation, and willingness to consider the people's work his own; and
WHEREAS, while the Senate regrets that Senator Don Gilman is leaving this body, there can be little question that a man of his abilities will be called upon many times in the future to serve the people of Alaska and that he has done his job in the legislature well and richly deserves the gratitude of every citizen of the 49th state;
BE IT RESOLVED that the Alaska Senate, with distinct pleasure, honors Don Gilman of Kenai, a distinguished and highly regarded member of the Senate.

BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:
WHEREAS the people of Taiwan have developed a prosperous and successful free economy while surmounting great difficulties; and
WHEREAS Alaskans share the same spirit and economic goals as the people of Taiwan; and
WHEREAS the people-to-people program initiated by President Eisenhower in 1956, was designed to bring the people of the world closer together in the interest of peace; and
WHEREAS the City of Fairbanks has had a sister city relationship with the City of Tainan, Taiwan since August 1982; and
WHEREAS the people of Taiwan have established themselves as great producers of products sold in the world market; and
WHEREAS Alaska is the source of many of the raw materials required for those products; and
WHEREAS a sister state relationship with strong economic ties is in the mutual interest of Taiwan and Alaska; and
WHEREAS the House of Representatives of the Alaska State Legislature in the Thirteenth State Legislature adopted a Joint Resolution that an invitation be extended to the people of Taiwan through the Provincial Legislature to establish a sister state relationship with Taiwan;
BE IT RESOLVED by the House of Representatives that it is the sense of the House that an invitation from the people of Taiwan through their Provincial Legislature to be a sister state with the State of Alaska, with strong social, educational, economic, and cultural exchange programs would be well received; and be it
FURTHER RESOLVED that it is the sense of the House that the people of Alaska and Taiwan should work closely together to improve international goodwill and understanding.

WHEREAS opportunities exist in the state for economic development and investment by large out-of-state business;

WHEREAS these businesses can maximize their investment and development in the state by using the planning, design, construction, and management expertise of local businesses and people who are familiar with the unique demands of doing business in the state; and
WHEREAS large out-of-state businesses can also maximize their development and investment in the state by hiring local residents because they are familiar with demands of work in the state; and
WHEREAS the state would benefit from investment and development by large out-of-state businesses if these businesses hire local residents and cooperate in business ventures with local businesses;

Relating to the Interim Convention on Conservation of North Pacific Fur Seals.
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES: WHEREAS the Interim Convention on Conservation of North Pacific Fur Seals between the United States, Japan, Canada, and the U.S.S.R. is now before the United States Senate for ratification; and
WHEREAS, since the fur seal treaty has been in effect, the fur seal population has increased from 300,000 in 1911 to well over 1.2 million; and WHEREAS the fur seal treaty, the fur seal harvest, and the welfare of the Pribilof Aleut people are inextricably tied together in very complex ways, both culturally and economically; and
WHEREAS the fur seal harvest on the Pribilof Islands has been taking place since the late 1700's; and
WHEREAS the fur seal harvest remains the main source of income for the residents of the Pribilof Islands while efforts are made to diversify the local economy; and
WHEREAS the fur seal harvest is no longer subsidized by the federal government and will be conducted privately on a self-supporting basis; and
WHEREAS reputable scientists agree the fur seals are not an endangered species; and
WHEREAS the treaty provides for a carefully studied, scientifically controlled harvest of two-year old subadult nonbreeding males only; and
WHEREAS there is no scientific evidence to indicate the current level of the commercial harvest of subadult male seals contributes to any decline in the fur seal population, but to the contrary, evidence suggests that culling subadult males contributes to the overall health of the fur seal herd; and
WHEREAS cooperative and strengthened research, education, management and enforcement programs are the keys to the conservation of the North Pacific fur seal and these activities can best be carried out through the fur seal treaty; and
WHEREAS the National Audubon Society, a respected conservation organization with more than a half-million members, has endorsed the renewal of the fur seal treaty;
and
WHEREAS a national campaign, featuring misleading and inaccurate information, has been launched by various wildlife groups to convince the United States Senate to reject the treaty; and
WHEREAS a hearing before the Foreign Relations Committee will afford the representatives of the Pribilof Islands an opportunity to refute the misleading charges made by the treaty opponents, and to present, under oath, substantiated, scientific information in support of the continuation of the fur seal treaty; and
WHEREAS not to provide for a fair hearing on this issue would be disastrous for the Aleut people and would open the way for special interest groups to attack other essential subsistence activities, such as trapping, whaling, and fishing;
BE IT RESOLVED by the House of Representatives that the United States Senate Committee on Foreign Relations is respectfully requested to hold prompt hearings on the Interim Convention on Conservation of North Pacific Fur Seals; and be it
FURTHER RESOLVED that the United States Senate is respectfully requested to ratify the Interim Convention on Conservation of North Pacific Fur Seals.

Relating to natural gas price increases and statewide energy policy.
BE IT RESOLVED BY THE HOUSE OF REPRESENTATIVES:
WHEREAS effective April 15, 1985, the Department of Natural Resources assessed royalties on Cook Inlet Basin natural gas at current market rates instead of the producers' contract sales rates, thereby raising the value of the royalties the state receives from producers; and
WHEREAS the increase in the price or value of royalty gas received from Cook Inlet producers will increase electric and natural gas rates to more than 50 percent of the state's population, comprising nearly 100,000 homes and businesses in Southcentral Alaska; and
WHEREAS conflicting policies exist regarding the value and best use of the state's royalty share of energy resources, and these policy conflicts have let to regional disputes regarding energy costs;
BE IT RESOLVED that the House of Representatives respectfully requests the Governor to investigate options for restoring to Southcentral Alaska energy consumers the benefits eliminated by enforcement of the state's gas leases; and be it
FURTHER RESOLVED that the House of Representatives urges the Governor to develop a comprehensive statewide energy policy for submittal to the legislature in the first week of the 1986 legislative session that encourages the efficient use of the state's resources.

BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:
WHEREAS, in September and October, 1984, at the invitation of the Chinese Institute of Foreign Affairs, delegations from the State of Alaska, composed of Governor Bill Sheffield, members of the legislature and Alaska industry leaders, paid a visit of trade and friendship to Heilongjiang Province of the People's Republic of China;
and
WHEREAS, the Honorable Chen Lei, Governor of Heilongjiang Province, accepted an invitation to pay a return visit to the State of Alaska, accompanied by a delegation from the provincial government, on February 2, 1985; and
WHEREAS, the establishment of closer ties of trade and friendship with Alaska's neighbors along the Pacific Rim is important to the future economic well-being of the residents of Alaska; and
WHEREAS, the promotion of better understanding among the countries of the Pacific Rim through closer contacts on cultural and educational issues is beneficial to the peoples of Heilongjiang and Alaska as well as China and the United States; and
WHEREAS, similarities in geography, natural resources, and economic development provide common ground for the future development of friendly cooperation and exchanges between the Province of Heilongjiang and the State of Alaska; and
WHEREAS, based on the principles of equality, mutual respect, and reciprocity, the Province of Heilongjiang and the State of Alaska could benefit from the development of cooperation and exchanges in the fields of economics, trade, science, technology, education, culture, and other fields;
BE IT RESOLVED that the Alaska State Legislature encourages and endorses the establishment of an ongoing relationship of friendship and cooperation between the Province of Heilongjiang and the State of Alaska.

Relating to the allocation of Gulf of Alaska sablefish harvest by the North Pacific Fishery Management Council.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:
WHEREAS the North Pacific Fishery Management Council on December 8, 1984, voted to allocate 10 percent of the optimum yield of sablefish in the Gulf of Alaska groundfish fishery to incidental catch by joint venture fishermen;
and
WHEREAS joint venture operations in the Gulf of Alaska have expanded dramatically in recent years; and
WHEREAS continued expansion of joint venture participation with foreign processors in the Gulf of Alaska should be accommodated by the North Pacific Fishery Management Council in such a manner as to enhance, and not restrict, development of the domestic fishery; and
WHEREAS use of longline gear in catching sablefish is ecologically sound; and
WHEREAS the use of pot gear also is a recognized method for United States fishermen to harvest sablefish;
and
WHEREAS longline gear and pot gear are incompatible gear types; and
WHEREAS Alaska longline fishermen have the capacity to harvest, and United States processors have the capacity to process, the entire allowable catch of sablefish in the Gulf of Alaska; and
WHEREAS the Magnuson Fishery Conservation and Management Act establishes a priority for United States fishermen delivering to United States processors; and
WHEREAS the North Pacific Fishery Management Council, in allocating fishing privileges among fishermen and among gear types, is directed by management plan guidelines to consider such relevant factors as the economic and social consequences of the allocation scheme and the dependence on the fishery by present participants and coastal communities;
BE IT RESOLVED by the Alaska State Legislature that the North Pacific Fishery Management Council is respectfully requested to rescind its action recommending joint venture fishermen an incidental catch of sablefish equal to 10 percent of the optimum yield of sablefish in the Gulf of Alaska groundfish fishery, and set aside reserves in the Central and Western Regulatory Areas to allow incidental catch of sablefish based on actual needs rather than optimum yield; and be it
FURTHER RESOLVED that the North Pacific Fishery Management Council is respectfully requested to take action at its February 1985 meeting to grant longline fishermen exclusive fishing rights in the sablefish fishery in the Eastern Regulatory Area of the Gulf of Alaska, from Dixon Entrance to a west longitude determined by the North Pacific Fishery Management Council; and be it
FURTHER RESOLVED that the North Pacific Fishery Management Council is respectfully requested to study the impact an exclusive longline fishery in the Eastern Regulatory Area would have on the longline fishery in the Central and Western Regulatory Areas and to consider appropriate management options, such as exclusive areas, to minimize or prevent gear conflicts between longliners and sablefish pot fishermen in the Central and Western Regulatory Areas.

Requested that the State of Alaska pursue a land exchange with the U.S. Deptment of the Interior to exclude the Dunkle Mine Township Area from Denali National Park and Preserve.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:
WHEREAS the boundaries of Denali National Park and Preserve were expanded by the passage of the Alaska National Interest Lands Conservation Act in 1980 to include the historic Dunkle Mine Township Area; and
WHEREAS the Dunkle Mine Township Area contains good quality coal deposits, at least four high-grade gold/silver vein deposits, placer gold deposits, and large low grade copper/precious metal deposits; and
WHEREAS the proximity of the Dunkle Township Area to the Alaska Railroad and the Parks Highway enhances the favorability of the area's mining potential; and
WHEREAS claimholders had established rights to the minerals in the area before the time the park was expanded to include the claims; and
WHEREAS in recognition of the fact that the Dunkle Township Area has known mineral potential, Section 202(3)(b) of ANILCA mandated that a study of the relationship of mineral resources and mining activity to the other resources of the area be done by the Alaska Land Use Council in cooperation with the Secretary of Interior;
and
WHEREAS the potential for mineral development of the Dunkle Township Area will be lost if the area stays within the park, as park status will not allow new mining claims and may invalidate many of the present claims; and
WHEREAS one of the alternatives offered in the 1983 Draft Environmental Impact Statement of the Dunkle Mine Study was to remove mineralized areas and mining activity from the park boundaries and place them under the jurisdiction of the State of Alaska; and
WHEREAS there is no conclusive evidence that deletion of the Dunkle Township Area from the park would result in a lack of protection for the caribou herd, as any adverse effects that may occur from increased mining activity could be mitigated under the direction of the state; and
WHEREAS there is state owned land contiguous to Denali National Park and Preserve with scenic and wildlife values equal to the Dunkle Township Area; and
WHEREAS Section 1302(h) of ANILCA clearly authorizes exchanges in conservation units; and
WHEREAS public testimony solicited during the study process was in strong support of an exchange; and
WHEREAS the Department of Interior has indicated that it regards a land exchange as one of the better solutions for the problems identified in the Dunkle Mine Study, and initial discussions have occurred between the State Department of Natural Resources, the National Park Service, and the Office of the Assistant Secretary for Fish, Wildlife and Parks indicating a willingness by all parties to negotiate and exchange;
BE IT RESOLVED by the Alaska State Legislature that the State of Alaska and the Department of Interior take whatever action is necessary to exclude the Dunkle Township Area from the Denali National Park and Preserve through a land exchange that would allow the National Park Service to acquire lands of equal value with high scenic and wildlife habitat values and allow the state the opportunity to develop the mineralized lands in the Dunkle Township Area; and be it
FURTHER RESOLVED that the land exchange be as simple and uncomplicated as possible, preferably for lands of equal value to the Dunkle Township Area and adjacent to the Denali National Park and Preserve.

Establishing a Joint Special Committee on Foreign Trade.
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF ALASKA:
WHEREAS foreign trade is of increasing importance to the economy of the state; and
WHEREAS the legislature should be well-informed about developments in foreign trade in order to plan for the state's future;
BE IT RESOLVED by the Alaska State Legislature that a Joint Special Committee on Foreign Trade is established to study issues relating to foreign trade; and be it
FURTHER RESOLVED that the president of the senate shall appoint members of the senate to serve on the committee and the speaker of the house shall appoint members of the house of representatives to serve on the committee;
and be it
FURTHER RESOLVED that the Joint Special Committee on Foreign Trade may meet during and between sessions of the legislature, and is terminated on the convening of the First Session of the Fifteenth Legislature.
