The committee took up HB 182-MOTOR VEHICLE SALES AND DEALERS. SENATOR HALFORD moved to calendar CSHB 182(FIN)am. CHAIRMAN PHILLIPS announced that without objection, the motion carried. SENATOR HALFORD moved to calendar CSHB 203(FIN)-SPECIAL APPROP:  SCHOOL DIST. COST FACTORS. CHAIRMAN PHILLIPS announced that without objection, the motion carried. SENATOR HALFORD moved to calendar HB 239-VOCATIONAL EDUCATION  PILOT PROGRAM. CHAIRMAN PHILLIPS announced that without objection, the motion carried. SENATOR HALFORD moved to adopt a Senate Rules Committee substitute (22 LS1524\R) to HB 451 am-MUNICIPAL BOND  REIMBURSEMENT. CHAIRMAN PHILLIPS announced that without objection, the committee substitute (Version R) was adopted as the working document before the committee. SENATOR JOHN TORGERSON told members that the committee substitute allows municipal governments, after approval of a project by the Department of Education and Early Development (DOEED), to bond for a project subject to 60 percent reimbursement (Section 12). Section 11 continues the existing program - the 70 percent reimbursement - without any changes until January 1, 2008. The intent of the bill is to offer local governments the opportunity to fund projects that may or may not be on DOEED's priority list and get reimbursed for 60 percent. If the local government chose not to do that, it can wait and go for the 70 percent reimbursement. He explained that one of the major differences with Section 12 and the 60 percent is that this section only requires the department's approval. The 70 percent reimbursement package requires the commissioner's approval as well. SENATOR HALFORD asked if the remainder of the bill sets out existing schedules. SENATOR TORGERSON said it extends the existing program to 2006 because there are some bond funds that were approved by the legislature but were not approved by local governments. They are being pushed forward a few more years to give the local governments a chance to sell the bonds. SENATOR THERRIAULT asked if Senator Torgerson was referring to the date change on page 8. SENATOR TORGERSON said that is correct. SENATOR THERRIAULT asked if the 70 percent reimbursement rate requires approval by the department and the commissioner while the 60 percent reimbursement rate only requires department approval to make sure the local government has the appropriate plans in place. SENATOR TORGERSON said that is correct but there are other triggers in subsections (h), (i), (j)(2), (3), and (5). SENATOR HALFORD said the effective date of Section 15 takes effect upon approval of the rural and organized area general obligation bonds ballot question. He then moved to calendar SCS HB 451(RLS) at the Chairman's discretion. CHAIRMAN PHILLIPS announced that without objection, the motion carried. CHAIRMAN PHILLIPS informed members that they did not adopt a Senate Rules Committee substitutes to HB 203-SPECIAL APPROP:  SCHOOL DIST. COST FACTORS and HB 239-VOCATIONAL EDUCATION PILOT  PROGRAM earlier in the meeting. SENATOR HALFORD moved to rescind the committee's action in approving CSHB 203(FIN) and HB 239 for calendaring. CHAIRMAN PHILLIPS announced that without objection, the motion carried. SENATOR HALFORD moved to adopt the Senate Rules Committee substitute to CSHB 203(FIN).
