APPROVED FOR CALENDARING SENATE BILL NO. 133 "An Act relating to a two-year transition for implementation of the public high school competency examination and to establishing an essential skills examination as a high school graduation requirement; and providing for an effective date." APPROVED FOR CALENDARING SENATE BILL NO. 137 "An Act relating to the allocation of money appropriated to the Alaska Human Resource Investment Council; and providing for an effective date." APPROVED FOR CALENDARING SENATE BILL NO. 6 "An Act relating to required notice of eviction to mobile home park dwellers and tenants before redevelopment of the park." APPROVED FOR CALENDARING SENATE BILL NO. 103 "An Act relating to election campaigns and legislative ethics; and providing for an effective date." APPROVED FOR CALENDARING SENATE JOINT RESOLUTION NO. 17 Relating to requesting that President Bush renounce and reverse Clinton Administration anti-gun-ownership policies and reorient the United States Department of Justice towards policies that accurately reflect the intent of the Second Amendment to the United States Constitution to grant individual Americans the right to keep and bear arms. ACTION NARRATIVE TAPE 01-5, SIDE A  Number 001 CHAIRWOMAN DRUE PEARCE called the Senate Rules Committee meeting to order at 10:55 a.m. All members were present. CHAIRWOMAN PEARCE announced that HB 109-ABSENTEE & QUESTIONED  BALLOT CERTIFICATES was before the committee and that Representative Coghill, the sponsor, was present to answer questions. There being no questions, SENATOR THERRIAULT moved to calendar HB 109 with its accompanying fiscal note. There being no objection, HB 109 was approved for calendaring. CHAIRWOMAN PEARCE announced SB 133-PUBLIC SCHOOL COMPETENCY EXAM, introduced by the Senate HESS Committee, was before the committee and that the HESS Committee adopted a committee substitute. SENATOR COWDERY moved to calendar SB 133 and asked for unanimous consent. There being no objection, the motion carried. CHAIRWOMAN PEARCE announced SB 137-ALASKA HUMAN RESOURCE INVESTMENT  COUNCIL, sponsored by Senator Torgerson, was before the committee. SB 137 has a zero fiscal note and a vo-tech education fund source fiscal note. SENATOR COWDERY moved to calendar SB 137 and asked for unanimous consent. There being no objection, the motion carried. CHAIRWOMAN PEARCE announced that SB 6-MOBILE HOME PARK EVICTION  NOTICE, sponsored by Senator Ellis, was before the committee and explained that SB 6 stems from a problem that occurred in Anchorage. SB 6 has a zero fiscal note. SENATOR ELLIS moved to calendar SB 6. There being no objection, the motion carried. CHAIRWOMAN PEARCE announced that SB 103-ELECTION CAMPAIGNS AND  LEGISLATIVE ETHICS, sponsored by Senator Therriault, was before the committee. SB 103 was amended by the Senate Finance Committee. There being no questions, SENATOR THERRIAULT moved to calendar SB 103 with its attached fiscal note. With no objection, the motion carried. CHAIRWOMAN PEARCE announced SJR 17-FEDERAL GUN POLICIES, by Senator Donley, was before the committee and that the State Affairs Committee amended the resolution. SENATOR COWDERY moved to calendar SJR 17 and asked for unanimous consent. There being no objection, the motion carried. There being no further business to come before the committee, CHAIRWOMAN PEARCE announced the committee would meet on the following day and adjourned the meeting at 11:02 a.m.
