ACTION NARRATIVE TAPE 00-5, SIDE A CHAIRMAN KELLY called the Senate Rules Committee meeting to order at 11:30 a.m. Present were Senators Leman, Pearce, Ellis, and Chairman Kelly. SENATOR LEMAN moved to calendar all versions of SB 6-DISPOSALS OF STATE LAND with individual recommendations and attached fiscal notes at the discretion of the Chairman. SENATOR ELLIS objected. The motion carried with Senators Leman, Pearce, and Kelly voting "yea," and Senator Ellis voting "nay." SENATOR LEMAN moved to calendar all versions of SB 287- APPROPRIATION: LAND DISPOSAL BANK PROGRAMS with individual recommendations and attached fiscal notes at the Chairman's discretion. SENATOR ELLIS objected and asked what fund, other than the general fund, the $9 million will come from. CHAIRMAN KELLY answered it will come from the Constitutional Budget Reserve Fund which requires 15 votes. The motion to calendar SB 287 carried with Senators Pearce, Leman and Kelly voting "yea," and Senator Ellis voting "nay." SENATOR PEARCE asked the amount of the fiscal note for SB 73. SENATOR LEMAN replied the fiscal note was reduced by the Senate Finance Committee but he did not recall the amount. SENATOR PEARCE suggested that SB 287 be reported out for calendaring but that committee members discuss with Senators Torgerson and Parnell the fiscal notes before it is scheduled. SENATOR ELLIS moved to calendar all versions of SB 73-ASSISTED LIVING FACILITIES with individual recommendations and attached fiscal notes at the Chairman's discretion. There being no objection, the motion carried. There being no further business to come before the committee, CHAIRMAN KELLY adjourned the meeting at 11:35 a.m.
