ACTION NARRATIVE TAPE 00-5, SIDE A CHAIRMAN KELLY called the Senate Rules Committee meeting to order at 11:30 a.m. All members were present. SENATOR LEMAN moved to calendar all versions of CSSB 85(FIN). There being no objection, the motion carried. SENATOR MILLER moved that the Senate Rules Committee approve the solicitation and award of a contract for legal services, and the expenditure of session funds under the contract, by Senator Tim Kelly, Rules Committee Chair, in an amount not to exceed $50,000 for the purpose of obtaining legal review and advice regarding existing state employee collective bargaining agreements, and proposed extensions and changes to the proposed collective bargaining agreements. SENATOR ELLIS objected and asked for an explanation. SENATOR MILLER explained the money would be spent to take a look at what the bargaining agreements do and do not do. CHAIRMAN KELLY added the State has 12 collective bargaining contracts that have all been renegotiated and presented to the Legislature. The Senate Rules Committee is asking that an outside legal analysis of those contracts take place. SENATOR ELLIS asked if any in-house resources are adequate to do the job. CHAIRMAN KELLY asked for a roll call vote. The motion carried with Senators Leman, Miller, Pearce and Kelly voting "yea," and Senator Ellis voting "nay." There being no further business to come before the committee, CHAIRMAN KELLY adjourned the meeting at 11:32 a.m.
