ACTION NARRATIVE TAPE 99-9, SIDE A VICE-CHAIRMAN LEMAN called the Senate Rules Committee meeting to order at 2:08 p.m. Present were Senators Miller, Pearce, Leman and Ellis. SENATOR PEARCE moved to calendar SJR 3-REPEAL OF REGULATIONS BY LEGISLATURE. There being no objection, the motion carried. SENATOR PEARCE moved to calendar HB 13-REGULATION OF ESCROW ACCOUNTS. There being no objection, the motion carried. SENATOR PEARCE moved to calendar HB 68-BOARD OF PHARMACY. There being no objection, the motion carried. SENATOR LEMAN noted the Senate Finance Committee adopted a committee substitute to SB 94 which would be available shortly, and that it is his intention that it be adopted on the floor. SENATOR ELLIS asked that SB 94 be held in the Rules Committee one more day. SENATOR LEMAN asked that it not, and that any proposed changes be addressed on the Senate floor or in the House. SENATOR PEARCE moved to calendar SB 94-MEDICAL USE OF MARIJUANA. SENATOR ELLIS objected. The motion to calendar SB 94 carried with Senators Leman, Miller, Pearce, and Chairman Kelly voting "yea," and Senator Ellis voting "nay." SENATOR PEARCE moved to calendar HB 102-CIGARETTE SALES: AGREEMENT/ESCROW. There being no objection, the motion carried. SENATOR PEARCE moved to calendar HB 110-SALE/LABELING OF MEAT/MILK PRODUCTS. There being no objection, the motion carried. SENATOR LEMAN announced that the Senate Finance Committee adopted a committee substitute that changes, on page 2, line 18, the 9+ cents amount to 13+ cents, and includes an average of 350 kw hours with a sliding month, with no month to exceed 500 kw hours. SENATOR ELLIS asked about the fiscal note. SENATOR LEMAN said the Finance Committee version fiscal note is about $12 million, with a provision allowing for proration because the Senate Finance Committee did not have the most recent data from the utility companies. SENATOR ELLIS stated the Minority believes an adequate fiscal level would be about $15.7 million. There being no objection to calendaring SB 157-POWER COST EQUALIZATION, Vice Chairman Leman announced it was so ordered. CHAIRMAN KELLY moved to calendar HB 201-OVERTIME COMPENSATION COMPUTATION. There being no objection, it was so ordered. CHAIRMAN KELLY moved to calendar HB 209-ALASKA SCIENCE & TECH FOUNDATION GRANTS. There being no objection, it was so ordered. CHAIRMAN KELLY moved to calendar HB 214-PRISON LITIGATION. SENATOR ELLIS objected. The motion carried with Senators Leman, Miller and Kelly voting "yea," and Senator Ellis voting "nay." There being no further business to come before the committee, CHAIRMAN KELLY adjourned the meeting at 2:15 p.m.
