ACTION NARRATIVE TAPE 97-2, SIDE A CHAIRMAN KELLY called the Senate Rules Committee meeting to order at 10:50 a.m. SENATOR TAYLOR moved and asked unanimous consent SCR 2 (MANAGEMENT OF WILDLIFE RESOURCES) be approved for calendaring at the discretion of the Chair. Hearing no objection, it was so ordered. SENATOR TAYLOR moved and asked unanimous consent SJR 3 (PRISONER RIGHTS LIMITED TO FEDERAL RIGHTS) be approved for calendaring at the discretion of the Chair. Hearing no objection, it was so ordered. CHAIRMAN KELLY brought SJR 16 (REFORM THE ENDANGERED SPECIES ACT) before the committee and directed attention to a proposed Rules CS. SENATOR LEMAN explained that after the resolution had moved out of the Senate Resources Committee, the Department of Fish and Game suggested that on page 2, line 21, insert the words "require establishment of biologically sound de-listing criteria and recovery plan population objectives." The department stated the National Marine Fisheries does not currently do that and it would it make it very useful to have those criteria and objectives established. SENATOR LEMAN moved adoption of CSSJR 16(RLS). Hearing no objection, it was so ordered. SENATOR LEMAN moved CSSJR 16(RLS) be approved for calendaring at the discretion of the Chair. Hearing no objection, it was so ordered. CHAIRMAN KELLY reminded the members of the committee that anybody on the committee that proposes a Rules committee substitute will be expected to carry the legislation on the Senate floor. CHAIRMAN KELLY brought SJR 20 (MODIFY FED WETLANDS PROGRAM FOR AK NEEDS) before the committee, noting there was a proposed Rules CS for the committee's consideration. SENATOR LEMAN moved adoption of CSSJR 20(RLS). CHAIRMAN KELLY objected for an explanation of the changes made in the Rules CS. SENATOR LEMAN explained that an amendment was made to the legislation in the Senate Resources Committee. However, because that language was confusing, it has been reworded on page 2, lines 21 - 23 of the Rules CS to make it clear that it applies to all lands in Alaska. SENATOR KELLY removed his objection and stated there being no further objections, CSSJR 20(RLS) was adopted. SENATOR LEMAN moved and asked unanimous consent CSSJR 20(RLS) be approved for calendaring at the discretion of the Chair. Hearing no objection, it was so ordered. There being no further business to come before the committee, Chairman Kelly adjourned the meeting at 10:56 a.m.
